    Summary

    The Sr. Manager of Talent Development will partner with the Director of Talent Management to develop and implement Oncor's strategy to develop and retain the best talent in our industry, and that all levels of our workforce represent the communities we serve. The Senior Manager, Talent Development directs a Center of Excellence for delivering Oncor-wide solutions to ensure a pipeline of skilled talent at all levels of the organization, through collaboration with Oncor business leadership and training teams that reside in the business.

    This leader will leverage the Learning Management System and other collaborative processes to show an aligned view of how Oncor is growing capabilities and careers through leadership, functional, technical, regulatory, safety & compliance training. In addition, the Senior Manager, Talent Development is responsible for development, delivery, vendor selection, resource balancing, and budget management with regard to employee learning and development.

    Key Roles & Responsibilities

    Other duties may be assigned. Directly or through others, the incumbent:

    • Lead, develop, and engage a team of learning & development professionals.
    • Align talent development roadmap to support Oncor's strategic business and talent goals.
    • Lead the design, measurement, iteration and deployment of Oncor's core learning and development portfolio, including but not limited to onboarding, leadership development, and professional development programs and initiatives.
    • Collect, analyze, and maintain data gathered to inform targeted leadership development (e.g., succession planning).
    • Establishes and maintains appropriate systems to monitor, measure, schedule and track employee learning and development and related processes.
    • Maintain awareness and knowledge of current and new theories, technology, and processes with regard to learning and development to support general office and field organizations.
    • Manages and controls departmental expenditures within established budget.
    • Performs all essential aspects and functions of the job as well as any other specific job requirements.

    Education, Experience, & Skill Requirements

    The minimum education requirements are:

    • Bachelor's degree preferably in Human Resources, Organizational Development, Business, or related discipline; or equivalent combination of education and experience.
    • High School Diploma, GED, or equivalent is required

    The minimum experience requirements are:

    • 8+ years of related professional HR experience with primary experience in developing talent development strategy and implementing the strategy including: analysis, design, facilitation, and administration of effective learning and development programs.
    • 2+ years designing and facilitating Leadership Development Programs for Senior Managers to Directors.
    • 4+ years of People Management Experience with at 2+ years managing a learning & development team.
    • Demonstrated experience in LMS applications.

    The minimum skill requirements are:

    • Ability to collaborate, negotiate and develop simple solutions for complex issues with internal and external stakeholders
    • Ability to make quality and independent decisions under ambiguous situations
    • Demonstrated commitment and dedication to the highest quality of professional work and service to clients
    • Strong strategic, analytic, communication and interactive skills coupled with high energy and motivation
    • Strong time management skills with proven ability to prioritize and focus the team's deliverables
    • Excellent organizational and communication skills, including ability to effectively interface with and influence all areas of the company
    • Significant knowledge in learning and development management, delivery, and data analysis.
    • Experience working with web-based learning and development delivery and tracking computer systems.
    • Proven leadership, interpersonal effectiveness and the ability to develop effective learning and development programs that impact the organization's strategic goals.
