    Description

    Job Location:
    This position will be located at 205 Jefferson St., Jefferson City, MO 65101.

    Provides leadership, advice, guidance, policy interpretation, equal employment opportunity to Department managers on employment issues.
    Participates in the development, implementation, and interpretation of new or revised program, Department, or legislative initiatives.
    Recommends new approaches, policies and procedures to effect continual improvements in efficiency of Department and services performed.
    Conducts investigations and resolution of employee issues, concerns, and conflicts; prepares and/or reviews reports and related information.
    Ensures all employment practices comply with federal, state, and local regulations.
    Creates and updates compensation strategy through market analysis and pay surveys.
    Recommends, plan, and implement pay structure revisions.
    Ensures employee relations, safety practices and recruitment are compliant with employment law.

    Ensures planning, monitoring, and appraisal of employee work results by instructing managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee issues; counseling employees and supervisors.

    Ensures legal compliance by conducting investigations; maintaining records; representing the Department when required.
    Compiles and analyzes wage and salary reports, and employment data to guide strategic planning for the Department.
    Research and present reports on employee demographics.
    Assumes other duties as assigned.
    Demonstrates regular, reliable, and engaged attendance.

    Minimum Qualifications:
    Bachelor's degree from an accredited college or university or equivalent in Human Resources, or Business Management.


    OR
    Generalist background with broad knowledge of employment, compensation, organizational planning, employee relations, and training and development. Three (3) to five (5) years' experience gained through increasingly responsible management positions within Human Resources. Work requires advanced knowledge of human resource operations.
