JOB SUMMARY:

Oversee the overall Financial Management of the operation. Handle all financial responsibilities specified for this role. Provide precise and timely reports and information to the Executive Staff, Department Directors, and Board of Directors. Represent the Agency in financial matters to various funding sources. Supervise and manage all audit and financial compliance procedures.

FUNCTIONS TO BE PERFORMED (DUTIES & ASSIGNMENTS):

• Develop and maintain effective accounting systems, policies, and internal controls following accepted financial principles.
• Ensure compliance with the requirements of the Agency's funding sources, including Medicaid, Department of Human Services Division of Developmental Disabilities, U. S Housing and Urban Development, Department of Children and Families, and other Private and Municipal funding sources.
• Monitor cash and investment accounts to ensure the proper cash flow of the Agency and timely reconciliation of Bank and Investment accounts.
• Supervise Medicaid billing process, compliance, and assurances.
• Prepare and monitor annual budgets and program/cost center budgets. Submit budget modifications as needed to funding sources.
• Provide regular reports to Agency management and Board of Directors on revenue, expenses, budget analysis, and financial trends. Conduct Finance Committee meetings and present quarterly reports to the Foundation Board of Trustees.
• Prepare and oversee reporting to all funding sources. Assist in grant requests and preparations.
• Supervise Assistant Director of Finance Functions. Manage day-to-day finance activities and assist in establishing and modifying accounting systems and internal controls.
• Review purchasing plans, monitor expenses, and oversee employee benefit plans. Direct fund receipt and disbursement.
• Lead Financial Compliance Reviews. Develop and implement audits, spot checks, and manage financial statements and submissions.
• Engage in proactive risk management through audit of department activities and update internal controls and policies.

QUALIFICATIONS:

• College degree in business or accounting required. Master's Degree or CPA preferred. Minimum of five years' supervisory experience in fiscal management, accounting, or business.
• Experience in Medicaid Billing highly desired.
• Experience in managing non-profit organizations desired.
