    Description

    Vickers and Nolan Enterprises (VNE) is an engineering company that provides Government projects and programs with experienced and dedicated system architects, engineers, subject matter experts (in tactical intelligence), and program managers. VNE also develops training courses and tools to prepare warfighters to effectively employ tactical intelligence systems and provide management guidance to the Government organizations that develop these systems.

    Qualifications

    VNE, LLC is looking for a TS/SCI Cleared Engineer/Scientist 4 - Lead Systems Engineer

    Minimum Qualifications:

    Education:
    • BS degree in Systems Engineering, Computer Science, Software Engineering, or other engineering related field.
    • For Software Engineer or computer related degrees only, candidate must have completed one of the following certifications Professional Software Engineering Master (PSEM)/Certified Software Development Professional (CSDP) or a vendor/platform specific certification (e.g., Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Sun Certified Professional (SCP), RedHat Certification Program (RHCP), CISCO Certified Network Professional (CCNP), CISCO Certified Design Professional (CCDP), Oracle Certified Professional (OCP). etc.)
    Experience:
    • Ten (10) years of experience in C4ISR related programs, to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.
    • Five (5) years of technical experience in support of network, system architecture, and the interoperability of USMC intelligence system collection and analysis platform, development, testing, and implementation of requirements, specific product and systems.
    • Experience may be achieved simultaneously.
    • TS/SCI level Clearance required.
    Additional Quals Required:

    Individual should have work experience and knowledge of the following technical areas:
    • Participating in, preparing for, and conducting program reviews pertaining to Government projects/programs.
    • Providing research and development (R&D) support for the delivery of prototype fielding kits, technical and engineering documentation, and/or technical data packages is preferred.
    • Development of engineering documentation such as Engineering Change Proposals (ECPs), Technical Data Packages (TDPs) Tech Manuals (TMs), Trade Studies, Safety Analysis Reports (SARs), Analysis of Alternatives (AoA), Performance Specifications, System Specifications, and Sub-System Specifications (SSS), and Requirements Traceability Matrices (RTMs).
    • Designing, developing, and documenting software to support a specific government requirement.
    • Providing engineering support for the following software-related activities: Analysis and Requirements, Software Development, Software Integration, Software Testing, Configuration Management, Documentation, Project Management, and Post Deployment Software Support.
    • Establishing and maintaining a cybersecurity program that covers the following: security test and evaluation, security assessment documentation, vulnerability management and reporting, RMF assessment and authorization, continuous monitoring, security engineering requirements, and mitigation strategy and resolution.
    • Participating in technical exchanges with partner programs to scout technical solutions, ensure continuity between the programs, and eliminate duplicity of efforts. Programs relevant to MEGFoS: Ubiquitous Edge (UbE), Sanctuary, Communication Emitter Sensing and Attacking System II (CESAS II) Family of Systems, Common Framework Environment (CFE), and Spectrum Services Framework (SSF).
    • Experience also includes one or more of the following engineering and technical disciplines is required:
      • Software Engineering and Development
      • System or Software Integration
      • Test and Evaluation
      • Program Office Liaison Support
      • Engineering and Technical Documentation Development
      • Program of Record Technical Support
      • Risk Management Framework (RMF)
      • Cybersecurity
    Job Description:

    VNE is seeking an Engineer/Scientist to serve as the Lead Systems Engineer (LSE). The LSE will be responsible for creating all engineering management procedures and documents. Leverage a Model Based Systems Engineering (MBSE) approach in which the LSE acts as the System Architect responsible for directing and approving all model elements. The LSE currently serves as both software architect and system architect. As software architect, the LSE reviews and provides input on tasking and priorities during sprint planning meetings as well as assess progress and provide guidance during sprint demos/reviews. Additionally, the software architect is involved in design review for the following areas: User Interface (UI), database, platform services, and Electronic Warfare (EW) application integration. As the system architect the LSE guides hardware engineers with their industry research and reviews design proposals and analysis to ensure thorough engineering rigor has been applied at each step in the design/development process.

    Knowledge, Skills, Abilities critical to the position:
    • Basic understanding of Radio Frequency (RF) system design principles and terminology.
    • Proficient in SysML and general familiarity with Cameo.
    • Prior knowledge of Electronic Warfare systems and capabilities: Electromagnetic Attack (EA), Electromagnetic Sensing (ES), Counter Remote Controlled IED Electronic Warfare (CREW), Counter-Unmanned Aerial System (C-UAS), Counter Comms, ect.
    • General familiarity with SCRUM process for software development
    • High level understanding of Kubernetes and Docker container management services
    • Expertise in Systems Engineering and System Lifecycle Processes
    • INCOSE or other Systems Engineering certification preferred.
    Essential Duties of the Job:
    • Ability to communicate task requirement information to client in a clear and concise manner.
    • Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
    • Requires visual acuity to use a keyboard.
    • Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
    • Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face

    • Employee must occasionally lift and/or move up to 25 pounds.

    • May be exposed to chemicals related to office equipment.
    • The noise level in the work environment is usually moderate (i.e. general office environment).
