    The Financial Management/Budget Specialist II supports the Air Force Rapid Capabilities Office (AFRCO), the Secretary of the Air Force for Acquisition Special Programs Division (SAF/AQL), and the US Air Force combat and sustainment activities. Following applicable Federal, Department of Defense, and Air Force acquisition policy, law, regulation, and guidance the Financial Management/Budget Specialist II assists the Contracting Officer in the acquisition of critically needed national security capabilities.

    Responsibilities

    • Manage the Planning, Programming, Budgeting, and Execution (PPBE) process
    • Provide staff support
    • Perform analysis of program funding for all PPBE phases and other budget exercises
    • Research and analyze program funding and execution trends data from sources, like the Earned Value Management System (EVMS)
    • Identify issues, recommend solutions, and aid and advice associated with acquisition management of the SAP portfolio
    • Support long-range financial planning and resource strategies
    • Refine and implement processes for the obligation, monitoring, and close-out of contracts
    • Review justifications of all funding proposals and identify optimum opportunities for meeting and exceeding program goals and objectives
    • Work closely in procurement and acquisition to improve communications, flag budgetary issues of concern, including End-of-Fiscal-Year deadlines, and cooperatively work toward program objectives
    • Conduct financial systems analyses and modernization evaluations
    • Identify opportunities for efficiencies in the work process and innovative approaches to completing the scope of work
    • Develop financial analysis using large data sets
    • Conduct relevant research, and data analysis, and create operational and strategic level reports
    • Other duties as assigned.

    Qualifications

    • Bachelor of Arts/Bachelor of Science (BA/BS) degree
    • 5+ years of relevant DoD/IC or relevant industry work experience with 1+ years of experience in an SAP and/or SCI environment within the past 5 years
    • Active and valid driver's license
    • Active TS/SCI clearance required

    Knowledge, Skills, and Abilities

    • Ability to work under aggressive schedules with demanding performance requirements.
    • Ability to travel CONUS and OCONUS.
    • Ability to complete a Government Counterintelligence Scope Polygraph (CI Poly).
    • Proficient in Microsoft Office Outlook, Word, Excel, and PowerPoint.
    • Proficient in classified accounting systems.
    • Momentum preferred.
