    Full Salary Range:
    USD $28.78/Hr. - USD $59.34/Hr.

    Position Summary

    Under the direction of the Human Resources Director serve as a Human Resources Analyst; primary responsibilities are to provide comprehensive, analytic and administrative support for a wide range of personnel/payroll benefits functions in support staff and academic personnel, which includes career, limited, contract, academic apprentice personnel and postdoctoral scholars for the Luskin School of Public Affairs. Major duties include appointments and payroll transactions including but not limited to new hires, rehires, renewals, dual appointments, promotions, reclassifications, change in status, merit increases, stipends, separations, temporary disability, FMLA, change in funding, graduate student fee remissions and visa processing. Responsible for processing all actions using JDXpert and iCIMS, which include preparing and editing job descriptions, dual employment appointments and contract appointments. Maintain accurate and current personnel information of all on-line personnel transactions using UCPath and the Time Reporting System (TRS) following established university policies and union agreements The HR Analyst is expected to exercise tact and diplomacy and to maintain a high level of confidentiality when dealing with sensitive issues. This position requires high level of accountability to maintain data integrity in all Payroll/Personnel actions processed on-line. This position requires high level of judgement and analytical ability in that the incumbent is expected to recognize potential problem areas and obtain relevant information before evaluating potential solutions and taking action or referring problem to the Human Resources Director.

    Qualifications

  • Demonstrated knowledge of and skill in interpreting complex Personnel Policies for Staff Members (PPSM), Coalition of University Employees (CUES), RX,TX, SX bargaining agreements, Academic Apprentice Personnel and Academic Student employees. (Required)
  • Demonstrated skill in maintaining a high level of accuracy working with extremely detailed information, and with establishing priorities that reflect relative importance of tasks, meeting deadlines. (Required)
  • Skill in reading, comprehending and explaining complex or sophisticated policies or procedures for meaning, application, and implementation. Detailed working knowledge and recent experience in administration of visa and tax treaty issues, including the visiting scholars process. (Required)
  • Detailed working knowledge of the University's online systems: UCPath, TRS, JDXpert, iCIMS, Cognos and CDW. Ability to navigate the web for access to Campus Payroll, Campus Human Resources, At Your Service Online, OISS, Graduate Division and Works. (Required)
  • Demonstrated skill in organizing and coordinating multiple projects and assignments and establishing or adjusting priorities to accurately reflect the importance of the job and to meet campus and departmental deadlines, following through on assignments. (Required)
  • Demonstrated superior interpersonal and oral communication skills to establish and maintain professional working relationships with others at all levels on campus and the general public. (Required)
  • Demonstrated knowledge of human resources practices, policies and procedures in a complex organization in the areas of employment, compensation, benefits, workers' compensation, employee relations, etc. Working knowledge of health & welfare benefits and retirement plans. (Required)
  • Proficient in word, Excel, PowerPoint, Access, Outlook and Web browsers. (Required)
  • Demonstrated working knowledge of UC staff personnel policies and procedures including use of appropriate forms. Knowledge of applicable federal law and campus policies for FMLA, CFRA, PDL and Workers' Compensation to provide direction to School administration, faculty and staff. (Preferred)
  • Demonstrated organizational and problem-solving skills, which include analyzing information, practices, procedures, problems, and situations to recognize alternatives and consequences, formulate logical and objective conclusions, and make recommendations. (Required)
  • Ability to analyze information acquired and pass it on to or consult with appropriate levels of management. (Required)
  • Demonstrated skill in maintaining a congenial, helpful attitude when faced with difficult situations and to respond with tact and sensitivity in electronic and in person communications. (Required)

  • Bachelor's Degree in relate area and / or equivalent experience / training (Required)
