- High School Diploma or equivalent.
- Min 5 years of experience with a Municipal, State, or Federal Law Enforcement agency, military police unit, correction or private security company
- Min 3 years of supervisory or leadership experience.
- Demonstrated knowledge of the MTSA regulatory framework (33 CFR Part 105)
- State of Alaska Armed Security Officer license or able to obtain
- Transportation Workers Identification Card (TWIC) or able to obtain
- Emergency Trauma Technician (ETT) certification (or able to obtain within 120 days of assignment)
- Valid driver's license
- Strong leadership and team management skills
- Ability to manage high-risk and high-liability environments
- Strong computer skills and proficiency with Microsoft Office
- Must be able to clear a background investigation for access to security sensitive information
- Must be able to pass the Company's pre-employment screening process, including drug screen, criminal background investigation, and post-offer physical/fitness for duty evaluation.
- Associate's or Bachelor's Degree
- Extensive security experience and knowledge at a facility regulated by MTSA (planning and execution of required MTSA drills and exercises; providing MTSA required port security awareness training to port and maritime users and stakeholders; MTSA and USCG 33 CFR audits and audit preparation, etc.)
- Completion of Facility Security Officer (FSO) course or equivalent for an MTSA port facility
- Demonstrated experience creating and maintaining MTSA required record keeping for all security measures, training and procedures as required by 33 CFR
- Demonstrated experience successfully working with senior members and staff of the local USCG Marine Safety Office directly responsible for MTSA compliance, as well as with agents and assignees of the U.S. Department of Defense, U.S. Department of Homeland Security, Federal Bureau of Investigation, State Department of Homeland Security and Emergency Management, Alaska State Troopers, Anchorage Police and Fire Departments and the Anchorage Office of Emergency Management.
- Successful completion of a state or federal law enforcement/peace officer training program, or military training program
- Knowledge of developing Security Post Orders pertinent to a Port/Maritime facility
- Knowledge of TWIC program
- Perform all job duties in accordance with company and client policies, post orders, and standard operating procedures (SOPs).
- Manage all aspects of day-to-day delivery of security services at the job site.
- Ensure compliance with the Facility Security Plan (FSP) in accordance with MTSA regulations.
- Direct and supervise armed security personnel assigned to the port facility. This includes, but is not limited to personnel selection, onboarding, training, performance management, disciplinary actions, and investigations. All supervisory responsibilities must be carried out in accordance with DUS policies and applicable laws and within approved empowerment range.
- Coordinate shift schedules, staffing assignments, and post coverage to maintain operational readiness.
- Ensure safe handling, storage, and deployment of firearms by security personnel.
- Ensure officers maintain required licenses, certifications, and firearms qualifications.
- Plan and conduct training for the workforce in accordance with the requirements of 33 CFR, Facility Security Plan, DUS' HSE program, and other applicable guidelines and policies.
- Provide subject expertise to the FSO, stakeholders, and other appropriate parties concerning the Port of Alaska security program.
- Provide security awareness training for those needing access to the facility.
- Coordinate response to breaches, trespassing, theft, cargo tampering, threats, or emergency incidents.
- Maintain required reports, logs, and compliance documentation.
- Maintain excellent working knowledge of MTSA regulations (33 CFR Part 105), MARSEC Levels, TWIC procedures, and other client and company policies and procedures.
- Participate in the client's incident management & emergency response process as required.
- Make timely notifications and interface with local law enforcement, federal agencies, and emergency responders within the area of responsibility.
- Responsible for administrative duties such as timely and accurate submissions of weekly payroll reports; review of all Daily Activity Reports and all Incident Reports prepared by Security Officers; ensuring compliance with contractual obligations and post orders; submitting regular operational reports to senior management and client representatives.
- Prepare comprehensive incident reports and after-action reviews.
- Maintain all required training, certification, licensing, and firearms qualifications.
- Must be available to respond to emergency situations during weekends and evenings, consistent with the 24/7 nature of our operations.
- Ability to handle stressful or emergency/crisis situations calmly and efficiently.
- Promote professionalism and a respectful workplace environment. Foster a culture of accountability and regulatory compliance.
- Ability to work in a constant state of alertness in a safe manner.

Description
JOB SUMMARYThe Security Captain is responsible for overseeing daily security operations at the Port of Alaska in compliance with the Maritime Transportation Security Act (MTSA) and applicable sections of 33 CFR Part 105.
This leadership role manages a medium-sized team of armed security officers and ensures full compliance with federal maritime security regulations, site-specific security plans, client requirements, and company policies. The Security Captain serves as the primary on-site supervisor and liaison between security personnel, facility management, regulatory authorities, and company leadership.
This is a high-responsibility position requiring advanced knowledge of MTSA regulations, TWIC compliance, firearms oversight, and maritime access control procedures.
This job site is located in Anchorage, Alaska (Transportation & Housing not provided). Work schedule for this position is rotational (2 week on/ 2 week off).
REQUIRED QUALIFICATIONS

WORKING ENVIRONMENT
Outdoor maritime/port environment with exposure to varying weather conditions. Requires standing, walking, and conducting patrols for extended periods. May require shift work, including nights, weekends, and holidays. High-security environment with armed personnel and federal oversight.
PHYSICAL DEMANDS
The employee's work requires routine walking, standing, sitting, bending, and occasionally carrying items weighing up to 50 lbs. Ability to carry and deploy assigned firearm and duty gear. Ability to respond quickly to emergencies. Ability to pass firearms qualification and physical capability assessments. Ability to climb stairs, patrol large industrial areas, and board vessels when required.
Candidate/incumbent will be required to successfully complete a post-offer pre-hire physical and functional capacity exam (FCE).
