    Summary You will serve as a PROGRAM ANAYLST in the EXECUTIVE DIRECTOR/COS, ASSISTANT COS/NO2C, TASK EXECUTION (NO2CT) of COMMANDER US FLEET FORCES COMMAND.

    Duties * You will review and analyze incoming and outgoing tasking correspondence.

    * You will review and develop tools for schedule synchronization, tasker receipt, tasker assignment, tasker closeout, and to improve the decision making process.

    * You will performing assessments of various processes that support cross-functional activities.

    * You will develop plans, monitor progress, and reports results in terms of effectiveness, benefits and cost, and return on investment.

    * You will serve as the point of contact for the receipt, creation, modification, assignment, tracking, and closeout phases of all classified and unclassified taskers.

    Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following:

    • Analyzing behavior, expressing desired levels of performance in observable, measurable terms, identify and structure solution sets to achieve to desired performance levels, and evaluate the solution set in terms of their contribution to achieving g desired performance levels;
    • Designing and conducting gap analysis, root cause analysis, mission analysis, and performance analysis to provide reasonable and defensible interpretations of analyses results;
    • Preparing talking papers, point papers, briefing, briefing, project plans, status reports, final reports, in addition to preparing correspondences, reports, assemble/disseminates reports on current status of all work within assigned area of responsibility;
    • Developing guiding strategy, communication, and mentorship in support of workforce professional development, advocacy and representation;
    • Defining requirements, identifying, and assessing potential solutions for improving performance, developing risk mitigations strategies, development and implementation of solutions, and evaluating the cost-effectiveness of adopted solutions; AND
    • Utilizing appropriate/applicable ADP hardware and software operating systems common to the industry to perform common and/or analytical assessment/reports, (e.g., USFF NIPRNET and SIPRNET).

    Ideal Incumbent should:

    • Operate comfortably in a dynamic environment w/frequent change in priority, tempo, and process. Extensive knowledge of Echelon I/II/III command structures, (Echelon i.e., refers to who is your superior/supervisor/leadership).
    • Posses excellent written and oral communication skills. Have experience with frequent and unplanned written and verbal communications with high level personnel.
    • Have excellent judgement and decisive decision-making skills and collaborate well with a diverse and cross functional team.
    • Have extensive skill, ability and experience managing Tasker Management and Records Management.
    • Have experience in administrative, staffing, and risk assessment. Additional information This is an obligated position. The former incumbent has return rights to this position under PL Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
