    This position is located with Agriculture Research Service.
    Access confidential information used to provide detailed business analysis of operation management dealings.
    Provide support and guidance in performance management, real property, personal property, travel, and personnel security requirements.
    Provide advisory services to managers and employees on performance management policies.
    Provide advisory services in monitoring and reviewing all material transfer agreements to ensure compliance with regulatory policies and procedures.

    Develop business plans to meet the administrative operational requirements of the Area Directors OfficeDiscuss possible problems or anticipated changes in the methods or requirements in the administrative management arena.

    Minimum Qualifications for 0343 Series at the GS-09Specialized Experience : For the GS-09, this includes one year of experience comparable to the GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.


    For this position, specialized experience is:
    Assists in providing advisory services in performance management, personal and real property, and personnel security.
    Maintains accountability of personal property using an inventory management system.
    Manages Fleet Program to include inspections, inventories, tort claims, and card use.
    Assists in developing reports and performance analysis to assess needs and develop business plans.
    Working with the Administrative Officer, advises on administrative management policies, procedures, operations, goals, and objectives.

    OR Education Requirement at the GS-09 : Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B.

    or J.D., if related.


    Related graduate education may include:
    Finance, Business Administration, Management, Public Administration, etc.

    ORAn appropriate combination of specialized experience and graduate level education directly related to the work of the position as stated above.

    Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

    Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09.


    IN EXAMPLE:

    The position to be filled is a Management Analyst, GS An applicant has 6 months of specialized experience equivalent to GS-07 and 1 year of graduate level education.

    The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7.

    Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-09.)
