    Position Purpose:


    To plan, coordinate, and supervise the operation of substitute personnel services, ensure compliance with state and federal laws/district policies and regulations, promote the overall efficiency of the school system, and maximize educational opportunities and benefits available to each individual child.


    Qualifications:
    Previous teaching or substituting experience is preferred. BA in Human Resources or related field and experience in HR administration is preferred. Equivalent related experience may be substituted for the education on a year for year basis.

    Ability to interpret and accurately apply laws, policy, practice, and regulations.

    Ability to address employee issues in a professional manner, establish effective and positive relationships with external customers, and address problems and carry out programs with consistency and effectiveness.

    Ability to communicate effectively verbally and in writing.


    Physical/Emotional Requirements:
    (The incumbent may be required to use the following skills and abilities during any part of the working day.) Speaking, hearing, visual, mobility, dexterity, consistency of temperament, multi-tasking, and stamina for long hours and stressful situations.


    Performance Responsibilities:
    Recruit and train applicants for substitute positions.
    Review and screen applicants, conduct interviews, and review references.
    Keep records of assignments and submit payroll for substitutes.
    Operate automated telephone substitute system to relay incoming substitute needs for the District.
    Maintain electronic personnel file of classified and certified substitute staff; update substitute records in TERMS.
    Train employees and administrators on automated calling system procedures.
    Prepare and submit monthly reports related to absences and substitute coverage.
    Conduct new employee orientation presentations weekly.
    Answer questions of callers concerning substitute policy.
    Supervise the work of the Secretary position assigned to the office.
    Maintain the database in the badge machine and troubleshoot as required.
    Coordinate and/or participate in meetings, activities & events such as the District's benefit fair and recruitment fairs.
    All other duties as assigned.

    Terms of Employment:

    12 months; salary and work year to be determined by the Board of Education.


    Evaluation:


    Performance of this position will be evaluated in accordance with provisions of the Board policy on evaluation of Classified Specialty employees.
