Overview:
Tactica Solutions, LLC is seeking an experienced and qualified Buyer for a Systems Engineering & Technical Assistance (SETA) contract supporting the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, G-4 for facilities engineering & sustainment and environmental planning & compliance on Redstone Arsenal, Alabama.
Duties and Responsibilities
- Review project requirements, issue Requests for Quote (RFQ) / Requests for Proposal (RFP) to vendors, and coordinate purchase requests.
- Prepare quote / proposal packages for review by project managers or team leaders. Follow up with vendors if discrepancies, questions, or clarifications are required.
- Revalidate quotes, as necessary.
- Prioritize purchase requests based on program and/or customer needs.
- Verify pricing is current and delivery schedule is acceptable to stakeholders.
- Negotiate Purchase Order (PO) Terms & Conditions with vendors prior to issuance.
- Conduct market research to identify and add vendors to the Approved Vendor List (AVL) and coordinate necessary documentation required for setup.
- Store in-progress and completed documentation in designated network repositories using the established file naming conventions.
- Provide effective and efficient responses to stakeholder inquiries and issues to support the purchasing process.
- Ensure purchases comply with the appropriate FAR and DFARS clauses.
- Performs other duties as assigned.
Responsibilities:
Knowledge, Skills, and Abilities:
- Bachelor's Degree
- Up to three (3) years of relevant experience supporting internal and external stakeholders.
- Proficient working in a flexible environment and demonstrated ability to effectively organize, prioritize, delegate, and multi-task.
- Possess excellent time management, good judgment, conflict resolution, and exceptional written, oral, and interpersonal communication skills.
- Ability and willingness to occasionally travel in support of customer requirements.
- Knowledge of and experience using SharePoint Online, Microsoft Office 365, and Adobe Acrobat.
- May be required to obtain and maintain a U.S. government issued security clearance at the appropriate level for the duration of the contract Period of Performance. U.S. citizenship is required to be eligible for a security clearance.
Preferred Qualifications:
- Bachelor's degree with a concentration in Supply Chain or Business Management.
- Knowledge of and experience using automated financial management and procurement systems.
- Demonstrated proficiency in procurement record-keeping, completing procurement forms, preparing procurement documents (e.g., requests for information, requests for quotation, requests for proposal, and statements of work) and proposal evaluation.
- Ability to work independently and to set priorities across multiple assignments, as well as to work cooperatively in a team environment.
- Knowledge of U.S. Army Rank Structure.
- Active security clearance with current investigation.
Job Location: Redstone Arsenal, AL
Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
