    Description

    Duties * Serve as warranted contracting officer responsible for complex procurements of construction, equipment, services and supplies of a highly specialized nature.

    * Serves as a Chief of the Support Branch responsible for managing various phases of the Installation/Mission Support Division's contracting functions in the US Army Mission and Installation Contracting Command (MICC), Contracting Office.

    * Monitor the interpretation of the contract assuring technical personnel secure all effort required by the contract terms. * Plans/approves negotiation strategy to lead the negotiations conducted with contractors. * Conduct administrative duties such as recommendation of awards, training requirements and directing work. * Serve as leader/spokesman to provide advice to customers in all phases of acquisition process. * Develop/control comprehensive contract management program for major items, logistics services, and selected items management systems.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

    * This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive R.

    * Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

    Basic Education Requirement for Contract Specialist:
    Bachelor's degree (or higher degree) from an accredited educational institution. (Transcripts must be submitted)- OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 ; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Specialized Experience:
    One year of specialized experience which includes: : 1). Performing pre-award or post-award contracting function involving complex contracts. AND 2). Negotiating contract prices, terms and conditions to evaluate cost proposals; AND 3). Implementing contractual regulatory guidance and processes for the procurement of high-cost items; AND 4). Monitor contractor performance according to the required completion schedule; AND, 5). Develop and issue solicitations with appropriate provisions using contracting database (i.e. Standard Procurement Systems).

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

    Grade Requirement:
    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12)


    Time-in-grade documentation:
    If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
