- Apply analytic techniques in the evaluation of program/project objectives.
- Analyze requirements, status, budget, and schedules.
- Perform management, technical, or business case analyses.
- Collect, complete, organize, and interpret data relating to project acquisition and product programs.
- Track program/project status, budgets, resources, and schedules.
- Provide support to NAVAIR.
- Apply government-instituted processes for documentation, change control management, and data management.
- Prepare acquisition and procurement documentation, including Justification and Approval (J&A) for sole source procurement; Individual Streamlined Acquisition Plan (ISTRAP); Statements of Work (SOW); Contract Data Requirements List (CDRL) DD Form 1423-1; and Procurement Initiation Documents (PID).
- Perform program management, financial, and technical analyses.
- Collate and post data to various online tools and databases, e.g., Program Management Tool, Common Spend Plan Tool, Contract Requirements Data List tool, Procurement Request tracking tool, etc.
- Coordinates Integrated Government Schedule inputs between IPTs and schedule technicians.
- Coordinate inputs and perform analysis for Independent Government Cost Estimates (IGCE).
- Conduct market research to support future procurement activities.
- Assist in the management of team-level Risk, Issue, and Opportunity (RIO) Review Boards and document preparation.
- Other duties as assigned.
- Bachelor's degree and 15+ years of relevant experience OR
- MA/MS degree and 10+ years of relevant experience OR
- High school diploma or GED and completed military service with relevant training with 15+ years of experience OR
- High school diploma or GED and 20+ years relevant experience and hold a relevant technical certification with at least a year of experience
- Active Secret clearance
- Ability to obtain Top Secret clearance
- Ability to work independently and yet be effective within a team setting
- Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment.
- Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals.
- Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.
- Excellent skills in Microsoft Word, Excel, and other Office applications.
- Experience working in a home office setting as well as the ability to train end users on frequently asked technical issues.
- Ability to provide technical assistance and support over the phone with good phone skills and a professional demeanor.
- Previous customer service experience strongly desired.
- Good problem-solving skills with the ability to visualize a problem or situation and think abstractly to solve it.
