    Manager VII
    Performs highly advanced (senior-level) managerial work administering the daily operations and activities for Information Technology Services (ITS).

    Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures.

    Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

    Essential Job Functions:
    Oversees day-to-day activities of staff within a large and/or highly complex business function(s), division(s), or department(s).


    • Oversees the activities and provides management of department business functions in assigned operational areas.
    • Provides leadership to ensure assigned staff support changes based on requirements, including implementation, preparation, documentation, coordination, and monitoring.
    • Plans, analyzes, researches, and interprets program requirements to meet IT requirements.

    Oversees and/or establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.


    • Directs and sets priorities of assigned staff related to projects, including planning, negotiating, managing, and coordinating all team-related activities.
    • Oversees the work, planning, and performance of assigned staff to ensure work priorities are efficiently completed and goals are achieved according to standards of performance and quality.

    Oversees the allocation of resources to achieve timely outcomes and measurable goals; and monitors and evaluates the effectiveness and efficiency of staffing levels.


    • Oversees team priorities, assignments, monitoring deliverables and deadlines to achieve established ITS program goals and objectives.
    • Oversees, manages, and evaluates team skillsets, training schedules, and on-call schedules to maintain adequate coverage of systems.
    Oversees the development and implementation of techniques for evaluating business function(s), division(s), or department(s) activities.


    • Oversees implementation activities developed to support program maintenance and project functions, including facilitating departmental meetings.
    • Provides direction of workload performance and priorities associated with identifying, investigating, and resolving production problems.


    Oversees the identification of areas that need change and the recommendation of initiatives to improve operations and oversees implementation of changes.


    • Provides guidance when evaluating business and technical operations and processes, identifying areas of challenge, and making recommendations for improvement.
    • Identifies and reports issues and risks that impact future program implementation or maintenance.
    Oversees and approves budget expenditures and implements budgetary adjustments.


    • Oversees the development, monitoring and evaluation of ITS budget for assigned business area, verifying that proposed budget requests and financial projections comply with DFPS policies.
    • Monitors program budget for assigned business area to ensure effective and appropriate use of funds, coordinating with ITS budget division to ensure appropriate budget approvals are received.
    Oversees special investigations, research studies, special projects, internal audits, and the implementation of special initiatives.


    • Oversees and manages the development of program documents, diagrams and models for format, compliance and accuracy and ensures documentation is thorough, organized, and appropriate to the audience.
    • Provides direction on special projects and feedback on potential issues impacting ITS business areas.

    Oversees the monitoring and analyses of relevant state and federal legislation and oversees the implementation of changes resulting from new legislation.


    • Oversees and participates in providing input and consultation related to area of expertise to analyze legislation, determine division and agency impact and develop fiscal notes.
    • Oversees program work activities to ensure appropriate implementation of changes stemming from new legislative decisions and monitors timeframes to ensure changes are completed to meet established deadlines.

    Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.


    • Prepares, reviews, and approves written management briefings and other documents, such as productivity reports, ensuring they are consistent with DFPS ITS formats and standards.
    • Directs the development of reports and critical information impacting business operations, ensuring accuracy and consistency of content, and communicates information to ITS Leadership and stakeholders.
    Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.


    • Oversees and establishes work schedules and ensures that leave is managed to ensure appropriate coverage of operating workloads and task allocations for production monitoring and analysis.
    • Sets priorities, goals, and accountability for managing the necessary performance issues, determining training requirements, coaching and goal setting.
    Monitors compliance with policies and procedures; and provides input or approves new policies and procedures.


    • Monitors programs, processes, and systems, identifies gaps in process and policy, and directs development of information to address those gaps.
    • Enforces accuracy, reliability, and auditability of data, ensuring team compliance.
    May serve as backup to a Director(s).


    • Coordinates leave schedule and provides management coverage for Director(s) in their absence.
    Supervises the work of others.


    • Manages the professional direction of team, including making decisions on hiring, managing, and providing guidance and professional staff development.
    • Provides direct reports with work assignments, supervisory direction, information on responsibilities and work performance standards.
    • Develops work performance plans, manages performance, and conducts staff performance evaluations annually.
    Performs related work as assigned.

    Knowledge Skills Abilities:


    • Knowledge of the Software Development Life Cycle and Project Management Life Cycle.
    • Knowledge of Agile methodology and principles
    • Knowledge of documentation requirements for issues, risks, defects, and recommended actions.
    • Advanced skill using Microsoft Office Productivity tools, particularly Word, Excel, PowerPoint, MS Project, Visio, and SharePoint.
    • Skill in effective verbal and written communication in a technical environment.
    • Skill in meeting planning, facilitation and making presentations involving cross-functional teams
    • and customers.
    • Ability to supervise large teams of highly specialized employees or highly complex subject matter.
    • Ability to establish goals and objectives for the work team.
    • Ability to analyze and interpret complicated technical information and translate it to easily understood communications.
    • Ability to identify project risks and gaps, with understanding for recommending and executing solutions.
    • Ability to provide training in the area of expertise to staff and other project team members.
    • Ability to develop and deliver reports and benefit analysis to ITS leadership for various required technical activities or requests.
    • Ability to work independently in a fast-paced environment.
