    Position Overview:

    The Human Resources Division seeks an experienced, energetic and engaging professional with creative and proven success in talent acquisition and recruitment, to contribute to the Commonwealths ability as one of Massachusetts largest employers to attract and hire quality, diverse talent across our large workforce.

    The Sourcing Recruiter is a key contributing member of the Human Resources Divisions Department of Strategic Workforce Planning team, focused on establishing strategies and best practice policies for innovative and consistent recruiting efforts across the Commonwealths executive department agencies.

    The successful candidate will be adept and skilled in developing, advising, directing, and promoting a strategic enterprise-wide process and practical application that entails working with both recruiter and non-recruiter HR, support teams, and a wide base of hiring managers to improve the Commonwealths overall approaches to identifying, sourcing, screening and hiring candidates.

    The candidate will also develop practical, contemporary and consistent solutions to advance our work in talent attraction and recruitment. They will serve as both subject matter expert and hands on leader, with a keen ability to nurture relationships and provide relevant solutions and advice to a diverse base of recruiting allies.

    We are looking for someone who has prior successful sourcing and recruiting experience, and who can bring new ideas, new approaches and leverage different online and social platforms and talent acquisition tools to practically develop and execute new programs and talent acquisition practices that help us amplify our employer brand and increase quality applicants and candidates.

    This important new role will partner and support all Commonwealth executive department agencies and secretariats, as needed, to substantially increase the volume of qualified candidates and new hires to fulfill the Commonwealths talent acquisition objectives.

    Among other responsibilities, the sourcing recruiter is expected to:

    • Have successful experience in leveraging LinkedIn Recruiter and other recruiting platforms and online social tools
    • Be able to hit the ground running with successful sourcing techniques that result in quality hires
    • Dive into screening, qualifying, and communicating with potential candidates, using the Commonwealths applicant tracking system (ATS) as a tool for managing applicants
    • Support the process or recommend new processes for managing qualifying criteria, and scheduling interviews according to stakeholder and business needs
    • Build relationships and supporting/supplementing the Commonwealths existing recruiters, hiring managers, and hiring influencers like HR teams
    • Help review and recommend improvements to the interview-to-hire applicant cycle

    To be successful in this role, candidates should have strong leadership experience in talent acquisition and talent sourcing, successful experience in large enterprise hands-on recruitment, be comfortable presenting and promoting recruiting best practices, be self-directed, have impeccable customer service and communication skills, thrive in a team and partnership environment, think critically and creatively, and be ready to contribute to the Commonwealths mission of finding, developing, and retaining the best talent.

    Responsibilities:

    • You live to hunt for quality candidates, and proactively search, qualify, and manage lists of talent pools and potential candidates using various sourcing/recruiting techniques
    • You are an experienced self-starter who can develop and implement policies and programs to create and manage effective talent acquisition strategies and processes to identify, source, evaluate and endorse a high volume of the most qualified candidates
    • You successfully develop diverse talent pipelines and maintain candidate databases to be shared with other recruiters or hiring teams
    • You are ready to promote the Commonwealths employer brand as an employer of choice
    • You are prepared to partner with and provide advice and support to a variety of hiring managers and support those who may not have any expertise in the recruiting process
    • You use known strategies to deliver a qualified and diverse pool of candidates to hiring managers and other recruiting teams in an effective, efficient, and supportive manner
    • You have exemplary communication, presentation, and organizational skills
    • You use broad market information and knowledge to build relationships and networks, and maintain a pipeline of qualified candidates for the Commonwealth
    • You provide subject matter expertise in working with contemporary applicant tracking systems (ATS), and all social media and online recruiting and talent acquisition platforms
    • You develop and execute a sound strategy for each search; manage the end-to-end recruiting process while ensuring a positive candidate and business partner experience
    • You can develop strong partnerships with agency leaders, HR business partners, recruiters, and hiring managers
    • You ensure an impressive candidate experience through thorough and timely communication and feedback, by coaching and project-managing your business partners and stakeholders as needed, as well as managing and guiding best practices for interview preparedness and effective interview formats
    • You are hungry for metrics and data, and deliver data analysis, reports and insights for strategic evaluation of recruiting campaigns and overall talent acquisition success
    • You effectively use Microsoft Office, Outlook, PowerPoint, and Word to coordinate and communicate your recruiting progress

    Preferred Qualifications:

    • Minimum of 10 years large enterprise recruiting and hiring experience
    • Outstanding communication, collaboration, presentation and writing skills
    • Strong competencies and skills in cold calling, networking, innovative sourcing and building talent communities
    • Strong proficiency with Internet?based applications, ATS applications, and the Microsoft Office suite, especially Outlook, Teams, Excel, Word and PowerPoint. Power BI a plus
    • Extraordinary attention to detail and ability to juggle multiple responsibilities
    • Sound understanding of recruitment processes and an aptitude for creating efficiencies
    • Solid work ethic, high energy, humble, enthusiastic, curious, and with a positive attitude and a willingness to be flexible and adaptive
    • Professional and resourceful style with the ability to work both independently and as part of a small and busy team
    • Bringing high levels of self-motivation, accountability, autonomy, creativity, and eagerness to team and tasks
    • Ability to prosper in a fast-paced and matrixed organization with many types of stakeholders
    • Ability to meet and exceed fast-paced deadlines
    • Social media savviness, comfort and experience working with LinkedIn, Indeed, etc.
    Qualifications
    MINIMUM ENTRANCE REQUIREMENTS:
    Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
    Substitutions:
    I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
    II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
    III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
    IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
