    POSITION PURPOSE:


    Leads the Analytics team in the Office of Geospatial Analytics for School Choice, Planning, and Assignment (SCPA) in conducting complex research and data analysis on geospatial projects for Wake County Public School System (WCPSS).

    Leads internal Geospatial Analytics projects and projects, as needed, by various departments, including but not limited to departments within the SCPA, Transportation, Intervention & Advance Learning Services, Facilities, Design, and Construction (FD&C) and district-wide initiatives.

    Conducts analytical studies, prepares reports, completes projects, updates, and maintains data for district staff.


    MINIMUM QUALIFICATIONS:
    KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
    Comprehensive knowledge in the development and maintenance of data management systems and quality control;
    Comprehensive knowledge in Python, SQL, or comparable data science programming language;
    Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, and Power Point; Google Apps;
    Considerable knowledge of using database tables to perform queries (SQL/PSQL);

    Strong skills with a variety of GIS software products including but not limited to Esris suite of ArcGIS products, QGIS, PostGIS, etc.

    Ability to identify GIS technical issues and recommending specialized solutions;
    Ability to research industry trends, solutions, and best practices;

    Ability to analyze geospatial data and creating mapping products;
    Ability to author and prepare original reports, maps, technical documents, and resource materials;
    Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;

    EDUCATION, TRAINING, AND EXPERIENCE
    Bachelors degree in geography, geographic information systems, or related field;
    Five years of experience in geospatial analysis, computer programing, demographics, mapping and visualization, or related field;

    Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.


    CERTIFICATION AND LICENSE REQUIREMENTS

    PREFERRED QUALIFICATIONS:
    GIS Certificate from accredited program;
    GISP Certification;
    Esri Technical Certifications.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:


    Provides management and administration of GIS projects; prepares and implements plans, design, and schedules; coordinates resources and tasks to ensure objectives and timelines are met.

    Researches and performs data analysis to disseminate specialized reports, as assigned, for requests both internally and externally, e.g., board members, staff, news organizations and public requests.

    Performs research and analysis of geospatial database/environment and in support of project initiatives; prepares and maintains documentation of business processes and system requirements.

    Creates, updates, and maintains applications, geoprocessing code and scripts, geospatial data, database schema and/or other system components; supports the enhancement and integration of applications, business processes and systems.

    Works closely with the Applications development team to ensure GIS projects are manageable and sustainable for all systems, databases and applications within the Office of Geospatial Analytics and other District systems.

    Responds to requests from internal and external customers; provides consultation and subject matter expertise in support of projects and solutions; researches and develops mapping products and reports.

    Serves as a representative on committees, project teams and/or other group efforts; provides leadership and strategic advice in support of enterprise-wide goals and objectives.

    Performs other related duties, as assigned.

    WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.


    The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community.

    Work is considered light physical work, requiring the exertion of up to ten pounds of force.
