    Summary About the Position:

    The District is located near downtown Jacksonville with easy access to a major interstate highway, flexi-time work schedule, website: Responsibilities Serves as senior accountant, specializing in Civil Works, Military, and Revolving Fund Programs.

    Engages in management decisions and program strategies, such as cost share, MILCON, facility account management, asset and plant management and PRIP.

    Responsible for ensuring accurate tracking, regulatory and policy compliance, GAAP adherence, and proper operation according to established guidelines in one or more functional areas:
    Asset Management, Cost Share, and Revolving Fund.

    Manages and analyzes operating accounts to ensure financial health, advises on cost-efficiency, enforces accounting policies, interprets regulations, and fosters interdepartmental collaboration for compliance and operational optimization.

    Supports CFO audits and assist in formulating resource management policies to align with standards, aiming to prevent waste and fraud.

    Projects and manages funding needs, evaluates operating accounts, and advises on financial trends for planning and organizational alignment, recommending adjustments for efficiency and goal achievement.

    Basic Requirement for Accountant:
    A


    Degree:

    Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

    The 24 hours may include up to 6 hours of credit in business law. OR B.


    Combination of Education and Experience:

    Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

    The applicant's background must also include one of the following:
    (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Specialized experience for GS-12: (1) providing senior-level professional accounting, finance and reporting services and management advice to independently negotiate solutions to complex issues related to managerial and operational accounting and finance work; (2) reviewing, analyzing, and auditing a wide variety of accounting and/or financial systems and documentation required to prepare, validate and analyze financial statements, records, and reports; (3)resolving unique and sensitive financial problems; and (4) assessing risk and evaluating controls for a program's compliance and effectiveness.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify.

    For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted for the GS-12 grade level.

    Grade Requirement:
    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11)

    To support the Time in Grade (TIG) requirement you must submit a copy of your latest non-award SF-50/NPA that reflects your highest grade held on a permanent basis along with your application/resume package.

    Failure to do so may affect your rating or consideration for employment.


    Education FOREIGN EDUCATION:

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

    education program; or full credit has been given for the courses at a U.S. accredited college or university.
