    The County of Volusia's Environmental Management Division is seeking an experienced and highly motivated Contract Employee - Environmental Specialist I -Working Title: Environmental Permitting Inspector.

    This position is located in DeLand, Florida, and will be responsible for ensuring compliance with the county's environmental portions of the Land Development Code (LDC).

    The candidate will need a clear understanding of federal, state and other local government agencies rules and regulations.

    The selected candidate will be responsible for conducting daily inspections and completing the associated reviews for trees, Class II waters and protected species, as they relate to Volusia County's LDC.

    The candidate must also be detail oriented and self-motivated.


    The preferred candidate will have working experience with Central Florida's diverse habitats, and know how to identify tree species and protected animal species.

    It is essential to have the ability to interact positively with the public, non-governmental organizations, as well as state, federal, and local governmental agencies.

    This position requires excellent communication skills and proficiency with Microsoft Word, Excel and software that creates and manipulates PDF files.

    Illustrative Duties

    • Conduct inspections for residential and non-residential tree, Class II waters, and protected species permits and/or reviews.
    • Review and approve residential and non-residential tree removal permit applications.
    • Review and approve residential and non-residential Class II waters permit applications.
    • Review and analyze site plans and surveys.
    • Inspect properties for protected species and their habitat.
    • Investigate and resolve complaints from the general public and contractors.
    • Provide expert testimony in code enforcement cases as needed.
    • Assist in Planning, Zoning, and Land Development application reviews as needed.
    • May be assigned to other county locations based upon operational needs.
    • Attend work on a regular and consistent basis.
    • Must adhere to Federal, State, County and Local ordinances.
    • Responds to emergency situations.
    • Performs other duties as assigned.
    Minimum Requirements

    Bachelor of Science (BS) degree in Biology, Forestry, Zoology, Wildlife Management, Environmental Science, Geology, Hydrology, Environmental Engineering or related field.

    A comparable amount of education, training, or experience may be substituted for the minimum education.

    The preferred candidate having met the minimum requirements,will have at least two (2) years of experience in environmental permitting, forestry, dendrology, or similar environmental science fieldANDdriving Four-Wheel Drive Vehicles.


    • Must possess and maintain a valid Florida driver's license.
    Knowledge, Skills & Abilities


    • Knowledge of County, State, and Federal environmental codes, ordinances, and rules pertaining to trees, Class II waters and protected species in Volusia County.
    • Identify species of trees in Central Florida habitat.
    • Identify different habitats of Volusia County.
    • Able to read and understand site plans and surveys.
    • Knowledge of the principles and practices of environmental science, and tree diseases.
    • Ability to operate equipment used for data collection and field work; GPS, 4 X 4 vehicles, soil testing equipment.
    • Abilityto meet and deal effectively with the general public and to explain and enforce regulations firmly, tactfully, and impartially.
    • Ability to work effectively with other County, municipal, State and Federal agencies.
    • Abilityto organize and manage multiple tasks or projects simultaneously.
    • Abilityto communicate effectively, both orally and in writing.
    • Abilityto work under stressful conditions.
    • Abilityto interact effectively with others.
    • Must be able to relocate to other county locations based upon operational needs

    Mental Demands:
    Ability to read and comprehend technical and professional journals and manuals, reports, blueprints, legal documents. Ability to write clearly and concisely memos, letters, reports. Ability to speak publicly and extemporaneously on technical subjects. Ability to perform basic mathematical functions. Ability to analyze data and develop conclusions.

    Physical Demands:
    Carrying objects up to and including 10 pounds. Ability to traverse uneven and/or wet ground. Ability to see, hear, talk, feel, kneel, reach, balance and climb. Visual acuity (peripheral vision, depth perception) to operate motorized vehicles.

    Environmental Demands:
    Both inside and outside work. Exposure to inclement weather including humidity, heat, rain, cold, lightning, dust, mildew, wind and noise. Exposure to insects, toxic plants, snakes, saltwater, salt air, mud, dust and odors.
