    The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate to serve as the Director, Delivery System Quality & Innovation (DSQI).

    MCS is driven by its mission to deliver quality, cost-effective services to Texans.

    In this position you will make a significant contribution to MCS's mission by directing a team of managers and program specialists in the administration of Medicaid population health initiatives.

    This role requires effective communication, strategic and innovative thinking, and a commitment to achieving excellence in healthcare service delivery.

    You will excel in this role if you have a deep understanding of Medicaid and social services in Texas, quality and program improvement methodologies, and strong leadership abilities.

    This position supervises the work of others and works under limited supervision with considerable latitude for the use of initiative and independent judgment.

    The DSQI Director reports to the Deputy Associate Commissioner of Quality and Program Improvement (Q&PI).

    DSQI supports the MCS mission by incentivizing, innovating, and educating to improve health care quality.

    We develop and implement innovative requirements and financial incentives, provide education & technical assistance to increase the adoption of best practices, and evaluate the effectiveness of quality programs & interventions.

    The DSQI team currently leads multiple high profile quality improvement initiatives that are critical to the Medicaid program in Texas including the quality aspects of Medicaid directed payment programs, the Non-Medical Drivers of Health (NMDOH) Action Plan, working with hospitals to reduce unnecessary emergency department utilization by people with Medicaid, evaluating alternative payment methodologies in Medicaid managed care, and the Maternal Opioid Misuse (MOM) Model pilot program.


    Essential Job Functions:
    Work collaboratively across MCS to identify innovative and effective solutions for clients and staff.

    Team Direction (30%)
    Provide vision, leadership, and direction to the DSQI team, fostering a culture of continuous improvement and innovation.

    Coordinate with other areas of Q&PI, MCS, and HHSC to align quality and population health improvement efforts with organizational goals and regulatory requirements.


    Program Planning & Implementation (25%)

    Direct the overall planning, implementation, coordination, and evaluation of programs and policies to advance the quality of the healthcare system for Texans.

    Plan, implement, and administer diverse programs to meet department objectives.

    Research industry trends, emerging opportunities, and regulatory changes to incorporate innovative solutions into the design and execution of healthcare quality and population health improvement programs.


    Staff Development (25%)
    Directly supervise a team of managers and project managers by providing mentorship, coaching, training, and delegating work. Lead timely hiring and selection efforts. Conduct regular performance evaluations and implement ongoing professional development plans for team members.

    Communications and Stakeholder Engagement (20%)

    Oversee external communications and strategically engage quality improvement stakeholders, including Medicaid providers, Managed Care Organizations, legislative and agency leadership, and community-based organizations.

    Collaborate with internal and external stakeholders to ensure the success of new and ongoing programs and initiatives. Oversee efforts to enhance transparency and inclusivity in communicating quality goals, objectives, and program success.

    • Skill in developing and evaluating policies and procedures to assess risk and develop contingency plans and to make recommendations and decisions.
    • Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities.
    • Ability to serve as unit spokesperson in matters related to program management, quality improvement, and operations.
    • Ability to organize and develop work plans, coordinate administrative assignments, and adhere to strict deadlines.
    • Ability to plan, assign and supervise the work of others.
