    Summary Description

    Under direction of the director (II), Department of College and Career Readiness and Districtwide Programs, provides leadership for the career advising program as required per Blueprint for Maryland's Future as well as the work associated with the College and Career Readiness (CCR) pillar of the legislation.

    The director leads various programs, projects, and postsecondary partnership initiatives; multiple Career and Technical Education (CTE) programs; innovative secondary programs; dual enrollment college credit courses and industry recognized credentials offered through Montgomery College (MC).

    Supports the submission, monitoring, and reporting of the Carl D.

    Perkins grant, manages multiple state and/or federal grants, and the required letters of support to Maryland State Department of Education (MSDE) for new high schools and renovations.

    The director provides leadership for the training and administration of the College Board ACCUPLACER and the recruitment, marketing, and application process for dual enrollment degree programs.

    Serves as the liaison between the district and MC for student focused programing, and represents the district in the Maryland Career and Technical Administrators (MCTA) organization, on CTE committees, on college and university workgroups, on CCR committees, and on various career and postsecondary partnerships at the local and state level.

    Provides leadership for presentations to the Board of Education, parents, community members, business stakeholders, and higher education partners; supervises and evaluates staff in the division.

    Certificate License

    Meets Maryland state certification requirements for administrator I certification. Completion of OAT I and II.

    KNOWLEDGE, SKILLS, And ABILITIES


    Thorough knowledge of current educational principles, best practices and procedures in program development, staff training, instruction, and assessing program needs in the assigned area.

    Thorough knowledge of Montgomery County Public Schools (MCPS) organization, administration and policy related to curriculum, assessment, and instruction, and federal and state laws related to curriculum, assessment, and instruction.

    Thorough knowledge of the Blueprint for Maryland's Future College and Career Readiness Pillar and related legislation; Career and Technical Education programs, and Carl D.

    Perkins grant; Montgomery County career advising program, and dual enrollment programs. Knowledge of and experience with comprehensive program implementation, monitoring, and grant writing. Knowledge of college and career readiness accountability measures and achievement data analysis.

    Ability to work effectively with postsecondary and business partners, principals, administrators, staff, and parents, as well as state and national colleagues to implement and monitor programs in diverse settings.

    Ability to design, implement, and monitor student academic support programs. Excellent planning, organization, program development and management, communication (oral and written), collaboration, leadership, and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education.

    Is able to gain an understanding of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

    EDUCATION, TRAINING, And EXPERIENCE


    Master's degree from an accredited college or university with specialization in the area of education, curriculum, assessment, instruction, supervision, or leadership; doctoral degree preferred.

    Five years or more experience in a supervisory, leadership, or administrative position; experience in a K through 12 school system preferred.

    Five years outstanding teaching experience in the related content area or level.

    Demonstrated and recent leadership in developing, managing, and overseeing college and career readiness initiatives, career advising/coaching, and program development, implementation, monitoring, and evaluation.

    Extensive experience with establishing, cultivating, and maintaining relationships inside and outside of MCPS. Demonstrated leadership and broad experience working with diverse stakeholders. Successful experience in directing, supervising, and evaluating staff. Experience with leading curriculum development and assessments, technical skill certifications and industry recognized credentials, instructional practices and staff training. Experience working effectively with institutions of higher learning, MSDE, community organizations, government agencies, and businesses. Experience in grant writing, development of memorandums of understandings, legislative implementation, and regulation review and revision is desirable.
