    Test and Evaluation Leader – Strategic Weapon Systems

    KMS Solutions, LLC is a technical management/solutions company that specializes in engineering, analysis, and cyber security. Founded in 2005, KMS is a certified small business with over a decade and a half of experience supporting the Department of Defense as well as many other departments and programs critical to our Nations security and well-being.

    We are seeking a Test and Evaluation Leader to join a team of engineers and technicians providing engineering and technical support for submarine Strategic Weapon Systems. This program office is responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation and Live Fire Test and Evaluation of the COLUMBIA Class submarine.

    Essential Functions

    • Participate in the weekly Staff teleconferences.
    • Participate in weekly Test and Evaluation meetings – virtual and onsite.
    • Participate in bi-weekly teleconferences with Operational Test and Evaluation Force.
    • Review PEO Weekly, Weekly Activity Reports, and Key Event Schedules as received.
    • Review TRIDENT-UK Replacement Procedures that affect the Strategic Weapon System/Strategic Weapon System Support and provided comments for issues requiring correction or clarification.
    • Review the Action Item Tracker and T&E Status Report.
    • Strategic Weapons System Ashore (SWSA) Testing. Coordinate and conduct planning meetings to discuss updates to original OT-B2 OODT (Operational Observation of Developmental Testing) planned events (conduct patrol operations, conduct at-sea strategic operations, conduct in-port strategic operations) versus SWSA SSP Test Events.
    • Participate in meetings to determine the status of the Shipyard Installation Test Program (SITP).
    • Provide documentation and justification used for resolving critical comments with Director, Operational Test and Evaluation (DOTE) for SWS portion of the CRM for the 2023 CLB T&E TEMP revision.
    • Use standard Microsoft Office tools to create briefs, write letters, or build spreadsheets to communicate necessary points, promulgate decisions, or analyze and present data.

    Required Education and Experience:

    • Able to obtain/maintain a Secret clearance.
    • Bachelor's degree in any technical or managerial discipline and 5-7 years experience.
    • Detailed knowledge of submarine Strategic Weapon Systems operating procedures (OPs), operating instruction (OIs), and casualty procedures (CPs) in support of developing the COLUMBIA Class logistical technical documentation (LTD) products.

    Preferred Education and Experience:

    • Master's Degree in Engineering, Physics, Mathematics, or a related field
    • Submarine operational experience as an SSBN Weapons Officer or Missile Technician within the last five years.

    Competencies:

    • Strong communication skills with the ability to communicate, both orally and in writing, to all levels of the customer and company leadership.
    • Capable of effectively working and problem solving in both independent and team environments.
    • Strong analytical skills
    • Thoroughness and attention to detail

    Position Type/Expected Hours of Work:

    The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the "core" work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status.

    Travel:

    Up to 10% travel may be required.
