    General Description

    The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses.     Overview of Job:

    DCA is seeking an ESG Compliance Officer for its Office of Homeless and Special Needs Housing team. Under the leadership of the ESG Program Manager, the Compliance Officer will be responsible for performing several job functions that are crucial to the Emergency Solutions Grants (ESG) Program.Some of these key functions include recordkeeping, reporting requirements, performance reviews, and other compliance requirements.

    The Compliance Officer hired for this position will be expected to work directly with the ESG Program Manager and ESG Team Lead. The Compliance Officer hire will provide analysis, post award services, and oversight to ensure compliance with the HUD ESG program. The compliance hire will serve as a resource for staff of grant funded programs for fiscal and programmatic compliance matters.

    Essential Job Functions include:

    Grant Compliance

  • Prepare and/or review ESG grant information and reports for subrecipients.
  • Develop and modify policies, procedures, and systems in accordance with HUD regulations and DCA guidelines especially for ESG.
  • Assist in preparations and conducting external monitoring visits, reviews, audits, & cross-site evaluations as appropriate.
  • Establish and maintain electronic and hard copy files for each grant funded ESG subrecipient to be used for tracking and reporting purposes.
  • Conduct routine compliance reviews of ESG grant programs.
  • Monitor Subrecipients

  • Ensure ESG subrecipient monitoring procedures are compliant with federal and other applicable DCA guidelines while consistent with sound business practices.
  • Monitor subrecipient compliance with federal regulations and the requirements of their subrecipient agreements through site visits, audits, and other mechanisms applicable to subrecipient monitoring.
    •Recommend actions necessary to resolve issues/concerns.
  • Provide guidance in interpreting and executing applicable HUD/DCA regulations and subrecipient award terms and conditions.
  • MINIMUM ELIGIBILITY REQUIREMENTS

    Bachelor's degree in a related field from an accredited college or university AND one year of related experience

    OR

    Three (3) years of direct professional experience related to the relevant duties described for is position.

    PREFERRED QUALIFICATIONS

    Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Experience working with homeless service systems
  • Experience working with Emergency Solutions Grant Program
  • Experience with leading and achieving success on complex projects
  • KNOWLEDGE,SKILLS &ABILITIES

  • Knowledge of, and experience with, federal and state programs, laws, regulations, guidelines, and policies applicable to special needs housing projects, specifically Emergency Solution Grants
  • Knowledge of, and experience with, federal and state funding mechanisms, especially related to the above-mentioned programs
  • Strong organizational and leadership skills
  • Skilled in monitoring and revising program policies and procedures
  • Ability to manage multiple tasks
  • Ability to use independent judgement and discretion in managing situations and people, and resolving problems
  • Strong computer skills including Microsoft Office Suite
  • Broad base of relevant technical knowledge and skills related to accounting and financial management and procurement systems desirable.
  • Good research, data management, and statistical analysis skills.
  • Detail oriented with excellent verbal, written and interpersonal skills.
  • Homeless Management Information System (HMIS) ClientTrack, Microsoft Office Applications, proficiency in Excel and Word.
  • WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

    This position exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week

    Occasional travel required including air and car travel

    Whileperformingthedutiesofthisjob,theemployeewillworkprimarilyinaclimatecontrolled environment with minimal safety/health hazard potential

    PHYSICAL/SENSORY REQUIREMENTS

    Sedentary Work – Ability to exert pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.
