The Opportunity:
We are seeking a seasoned Facilities Engineer / Project Manager with extensive upstream experience to join our client's Facilities Engineering Team at our Houston, TX office.
In this role, you will play a pivotal part in project planning, execution, and coordination, focusing on new Central Tank Batteries, Gas Lift Compression, and Well hookup installations associated with development activities.
Your strong planning and communication skills will be crucial in collaborating across various disciplines to ensure timely and budget-compliant project completion while achieving project objectives.
What You'll Be Doing:
Collaborate effectively with a diverse team including operations, engineering, measurement, automation, environmental, regulatory, safety, contractors, and inspection personnel to plan designs, layouts, equipment selection, and facility operations strategies.
Conduct thorough assessments of existing Central Tank Batteries (CTB) facilities, utilizing available engineering, vendor, and operational data to identify and analyze potential process improvements aligned with production goals and emission reduction objectives.
Apply APA Engineering & Closed Vent Study (CVS) design standards to ensure compliance with company and regulatory requirements in all facility construction or modification endeavors.
Work closely with technical, maintenance, and operational teams to develop strategies for addressing recurring design and operational challenges.Develop essential project documents including Scope of Work (SOW), cost estimates, Design Basis Memorandum (DBM), Project Execution Plans (PEP), and Authorization of Funds Expenditure (AFE) to secure project approvals.
Coordinate the development of construction RFQ packages in collaboration with third-party engineering firms, construction foremen, and operations personnel.Ensure proper identification, coordination, and approval of Management of Change (MOC) procedures as required by the Scope of Work.
Coordinate Pre-Start-up Safety Reviews (PSSR) involving engineering, construction, and operations stakeholders.
Demonstrate expertise in the sizing and selection of production equipment, tank capacities, venting systems, and vapor recovery units, as well as proficiency in relevant software applications.
Possess familiarity with industry codes and standards applicable to upstream Oil & Gas operations in TX & NM (e.g., ASME B31.3, B31.4, B31.8, ASME BPV code).
Desired qualifications include Project Management Professional (PMP) certification and prior experience with onshore upstream operators or similar EPC firms.Willingness to travel to field locations as needed for project planning and coordination purposes.
Qualifications:
An Engineering Degree (preferably in petroleum, chemical, mechanical, or civil engineering) is essential.
Upstream plant and facilities experience is highly preferred.
Candidates without upstream experience or solely with pipeline experience will not be considered.
EHS Requirements:
Candidates must obtain PEC Safeland Certification prior to commencing work. ANSI Z instructor-led H2S training is also mandatory for certain roles.
Additionally, contractors must provide specific PPE before beginning work, including safety glasses, steel toe safety shoes, hard hat, H2S monitor, and FR clothing, among others.
