- The Technical Countermeasure Program Specialist (Business Analyst) is responsible for managing projects and budgets related to implementing technical countermeasures to mitigate threats to Federal facilities
- Support budget management, annual contracts costs, recurring Security Work Authorizations (SWAs), and non-recurring SWAs.
- Prepare and submit various budgetary items to include status of SWAs, requisitions (G514s), etc.
- Maintain security equipment and supply inventories and interface with personnel regarding inventory management.
- Collaborate with other departments as necessary to manage security equipment inventory requirements and develop, implement, and conduct property tracking procedures to assist in daily operations.
- Direct and coordinate technical countermeasure security equipment program activities provided timely progress reports.
- Coordinate and assist in the management of multiple security system projects throughout the region.
- Consult, interact and assist with identifying mission objectives with government and private/local agencies to define parameters and capabilities in the upgrade and synchronization of security systems.
- Coordinate and facilitate security systems contract project management to accomplish mission directives
- Coordinate and assist contractor personnel, subcontractor facility vendors with access to interagency and or public leased space affected by work
- Conduct and provide comparison technical market research that would assist the region with qualitative determinations for independent government market research
- Assist in the creation of emergency planning; policies and procedures; system emergency response functionality tests; and interagency emergency exercises throughout the Federal Triangle.
- Provide subject matter expertise knowledge to Inspectors during the conduct of facility equipment functionality tests
- Develop a Tracking Tool to monitor TCM contracts, available funds and stakeholder deliverables to ensure proper contracts oversight.
- Create requisitions (G-514s).
- Provide acquisition and analytical support to the protective security officer and TCM Program.
- Provide estimates on demand for temporary and emergency TCM services
- Previous or current proficiency using Government systems MIST and LEIMS
- Providing acquisition and analytical support; have the ability to pull data from several sources to create reports to reflect current trends, live market data, briefs to Stakeholders etc.
- Advanced level in Excel
- Must be able to work onsite in a normal office environment

JOB RESPONSIBILITIES:
Coordinate, schedule and oversee designated project work schedules in order to maintain contracted timelines.
Provide Independent Government Estimates (cost analysis) comparisons and associated with initial increase in cost, weighed against the long-term increase in costs without sacrificing technical quality and purpose of implementation of upgraded security countermeasures.
Testing of Intrusion Detection Systems, video surveillance CCV systems, and Access Control Systems of all GSA leased Government Agencies within the region.
EXPERIENCE:
Three (3) to ten (10) years Business Operations experience DESIRED SKILLS:
