The Compliance and Civil Rights Analyst supports THA's strategic and operational objectives by ensuring that THA and its staff comply with the detailed regulations, rules, policies, and procedures that govern THA's administration of its housing programs.
These programs include the Tax Credit Program, RAD conversions, Public Housing program, Housing Choice Voucher (Section 8), and special programs defined in the Moving to Work (MTW) plan, and other federal, state, and local affordable housing programs.
The Compliance and Civil Rights Analyst is responsible for compliance with Fair Housing regulations, reasonable accommodation review, and Civil Rights compliance.
This includes monitoring staff management of client files, auditing those files, managing the HUD Secure Systems and WBARS systems, training staff, staying current with all compliance-related regulatory changes, ensuring compliance with the Fair Housing law and civil rights provisions, and coordinating THA's compliance with various agency reporting systems.

Oversee and conduct audits, including adults of resident certifications, recertifications, and interim reviews; audits of site-based admissions operations; audits of property resident files.
Work with HUD auditors, WSHFC and Tax Credit limited partners to confirm THA staff's work meets federal requirements and reviews by a governing agency.
monitor and track errors and findings and work with staff to correct errors.Assist departments to prepare compliance reports for the regulatory agencies.
QUALITY CONTROL
~ Ensure accurate and up to date documentation of quality systems, procedures, and processes; ensure these comply with all relevant rules and regulations for compliance and civil rights.
CIVIL RIGHTS COMPLIANCE
Monitor compliance with the agency's civil rights and reasonable accommodation policies; coordinate THA's compliance with Section 504 and the ADA.
Investigate, collect data and facts, interview involved parties, and prepare THA's response to housing discrimination complaints. Work with the Tacoma Housing Rights Commission and other agencies to resolve complaints as needed.TRAINING
Serve as the primary resource for staff on related policy, procedures, rules, and regulations.
Develop, conduct, and monitor staff training curriculum for THA and HUD policies and procedures; provide and coordinate staff training.
Update training curriculum and provide follow-up training as needed.DIVERSITY

Bachelor's degree with major course work in liberal arts, public administration, public policy, urban studies, or a related field.
4 years' experience in housing voucher, public housing, and tax credit housing auditing, which must include a working knowledge/experience with PBV's, HCV's, MTW plans and HUD handbook and IRS Section 42 compliance.
~ Fair Housing and Reasonable Accommodation experience and training.~2 years' experience in multi-family housing programs compliance and/or program monitoring preferred.
CERTIFICATION/REGISTRATIONS
~ Tax Credit certification or completion of certification within 12 months of hire.
Strong working knowledge of applicable HUD Housing Programs regulations and the Low-Income Tax Credit Program.
Thorough understanding of Washington Landlord-Tenant Law and concepts of tenant/landlord law and tenant rights.
Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations.
High level ability to plan projects effectively, meet required deadlines, and to work independently with little direction.
Able to communicate effectively verbally and in writing.
