    The Department of Administration, Department of Enterprise Technology, Bureau of Security, DOA / DET /BoS, requires a working program manager to oversee the State and Local Cybersecurity Grant Program (SLCGP). We are looking for a program manager who can create application templates, implement a grant application, manage the review and approval process, and also guide diverse stakeholders from state, local, tribes and territorial (SLT) governments through the grant funding process.

    Qualifications:

    Minimally Qualified applicants will have professional experience with all of the following:

    • Experience with program management across multiple operating entities.
    • Experience with project management including managing project issues, risk identification, management, and remediation.
    • Experience managing multiple stakeholders with diverse requirements and expectations.
    • Experience with process improvements and lean efficiencies.
    • Experience managing tight timelines, budgets, and expenditures.

    Highly qualified candidates will also have experience with one or more of the following:

    • Experience in cybersecurity and security management.
    • Experience working with grants, contracts, or other similar documents.
    • Experience managing form development for grant application processing.
    • Experience with developing and launching enterprise programs.
    • Experience with system development and implementation.
    • Experience with audit processes and regulatory governance.
    • Ability to communicate with diverse stakeholders, adjusting communication approach based on audience.
    • Lean, scrum, or agile certification.
    • Project Management certification.
    • Excellent written communication, with a degree in communication, journalism, or similar professional education.

    Position Summary:

    The State and Local Cybersecurity Grant Program (SLCGP) Program Manager (PM) will both help manage and perform the work associated with the development and implementation of grant management of SLCGP program funds. SLCGP PM will manage program initiatives including coordinating meetings for the cybersecurity planning committee, design and execute a work breakdown structure within the plan and make changes based on lessons learned. The SLCGP PM will coordinate grant application form development activities, grant review, approval, and allocation processes. SLCGP PM will guide stakeholders from state, local, and territorial (SLT) and tribal governments, enabling eligible entities to address cybersecurity risks and threats to information systems.
