    The Management Analyst III - Finance applies experience in cost estimation and financial management supporting the successful planning, execution, and close out of programs and projects in the Defense Acquisition Lifecycle.

    • Lead programs and projects and interface with end item customers
    • Support the Programming, Planning, Budgeting, and Execution (PPBE) process, including cost estimates, developing budgets, and producing inputs for the Program Objective Memorandum (POM)
    • Input and extract financial information using Program Budget Information System (PBIS) and Budget Object Classification System (BOCS)
    • Apply advanced experience using Microsoft Excel including creation and manipulation of Pivot Tables, the creation of Macros, and proficient use of advanced formulas and conditional formatting to produce and maintain financial data and reports
    • Produce written communications such as program impact statements, Congressional Appeals, and other program related communications
    • Apply program management knowledge, including the acquisition process, execution of Gate/Milestone Reviews, Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), and Production Reviews
    • Manage appropriated funds to include the monitoring of program office expenditures and obligations, spend plans and Unliquidated Obligation (ULO)/Negative Unliquidated Obligation (NULO)Experience defining enabling (e.g., financial, logistics, intelligence, Human Systems Integration) elements necessary to create cost estimates,
    • Experience developing cost analysis methodologies and conducting cost analyses

    Qualifications:

    Required

    • SECRET clearance required
    • 10 or more years of experience in engineering/science management, operations research analysis, financial/cost analysis, or a relevant field

    Desired

    • Bachelor's level degree in a business or technical field
    • 10 or more years of experience with Navy acquisition and/or In-Service Programs.
    • 5 or more years of experience working with the Department of Navy (DON) Programming, Planning, Budgeting and Execution (PPBE) process as well as the RDT&E,N, OPN, O&M,N WPN and SCN appropriations.
    • 5 or more years of experience with the DON Program Objectives Memorandum (POM) process, as well as the execution of appropriated funds to include the monitoring of program office expenditures and obligations, spend plans and Unliquidated Obligation (ULO)/Negative Unliquidated Obligation (NULO)
