    Road Services Division, Engineering Section is recruiting for a Senior Engineer to Join their highly productive team.

    As the Quality Control (Senior Engineer), you will be under the supervision of the Materials Engineer IV within a quality control/assurance team.

    The primary responsibility is to ensure material certification and documentation for various road, drainage, and bridge projects.     In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

    Implement quality manual and testing procedures to maintain Accreditation for AASHTO R-18, CCRL and Nuclear Radiation.
    Lead four material testing staff and provide workload allocation and scheduling.
    Review Specifications, Construction Plans, and Special Provisions to create the Record of Materials (ROM).
    Coordinate WSDOT fabrication inspection for structural materials on road and bridge projects.
    Review material test reports and approve material source requests and Requests for Material Approval (RAM).
    Provide quality control/assurance documentation and participate in federal and state audits of material documentation and test results.
    Research and prepare special provisions for materials related items.
    Oversee the maintenance and calibration of Laboratory Equipment.
    Troubleshoot construction materials and testing related problems.
    Maintain and research current technologies and act as an internal purchasing agent for materials and testing needs.
    Other duties as assigned.


    A bachelor's degree in civil engineering and eight (8) years of progressively responsible materials engineering experience, or an equivalent combination of education and experience.

    Thorough knowledge of AASHTO R-18 and CCRL Laboratory Accreditation requirements.

    Knowledge of construction material testing and acceptance procedures for road and bridge construction following WSDOT, ASTM, ACI, AASHTO, and APWA.

    Practical experience to resolve materials construction related problems.
    Ability to read and interpret engineering plans and specifications and prepare and write specifications for special provisions.
    Ability to research and implement new technologies in material testing equipment and testing procedures.
    Prepare and provide quality control/assurance cost estimates for projects.
    Knowledge of testing equipment problems, mechanical issues, and repairs.
    Very strong organizational skills and construction record keeping.
    Excellent verbal and written communication skills.

    DESIRED QUALIFICATIONS:
    A bachelor's degree in civil engineering and a PE license.
    Prior experience managing an accredited construction materials testing lab.
    Thorough knowledge of construction material testing and acceptance procedures.
    Hands-on experience in material documentation and federal and state audits.

    REQUIREMENTS:


    Must have a valid Washington State Driver's License (or the ability to obtain one prior to start date), and the ability to operate a motor vehicle safely throughout King County.

    Must be able to perform work in the office and field.
    Must be able to bend and lift to load equipment into vehicles.


    INTERVIEW SCHEDULE:

    WORK SCHEDULE:
    The work week is normally Monday through Friday, 6.30 a.m. to 3:00 p.m., but may at times require work outside of normal business hours.


    This position is Non-Exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay, with prior supervisor approval.


    EMERGENCY DESIGNATION STATUS:


    This position has been designated (Non-Mission Critical) - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

    Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

    TELEWORKING REQUIREMENT
    This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.
    Employees will have access to shared workspaces at various King County facilities.

    Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


    Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
