- Provides oversight and direction over budget functions involving formulation, execution, and analysis of budget and economic and cost analysis studies, cost performance measurements analysis, determination, and development of necessary policies, regulations, business development and operations and acquisition support.
- Formulates and recommends policies, philosophies, and concepts regarding control and allocation of resources; effect implementation of recommendation
- Develops and leads the implementation for new procedures for business management, program management and financial management.
- Supports Program Mangers and Section Chiefs in resource loading, critical path definition, resource allocation to ensure projects delivered on time and in full.
- Develops and analyzes contractual modifications and provides acquisition support to project officers.
- Establishes, revises or reviews policies, procedures, mission objectives and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishments, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
- Serves as advisor to branch personnel on related programmatic and financial issues.
- Collaborates with team members and builds briefings for strategic engagement with internal/external stakeholders on budget, plans, programs, and associated requirements.
- Support development, coordination, and approval of cost estimates for facility, modernization, and upgrade projects for the AMOS site.
- Develop historical analysis of data, develop reports, contribute to development, coordination, and approval of strategic communications of AMOS financial requirements.
- Support stakeholder communications and participation in AMOS site projects and programs.
- Support Resource Management meetings, review resource allocation for operations, sustainment, and modernization projects.
- Participate in pre-solicitation efforts and provide advice during source selections.
- Occasional travel to CONUS and OCONUS locations upon government direction.
- Other duties as requested by the Government and within the constraints of the Maui A&AS contract
- Knowledge of Earned Value Management (EVM) processes and tools
- Knowledge of Financial Management and Forecasting/execution processes and tools
- Knowledge of standard acquisition regulations, practices, and procedures
- DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force Space Command, Air Force Material Command, or similar missions in an intelligence organization, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory
- Project Management Professional (PMP), Acquisition Professional Development Program (APDP)

Position Summary Odyssey Systems has an exciting new opportunity for an AMOS Program Manager supporting the Maui Space Surveillance Complex in Kihei, HI as part of the Maui A&AS contract supporting the Air Force Research Laboratory (AFRL's) Air Force Maui Optical & (AMOS) site with sustained reliabilityThe mission of AMOS is to conduct research and development of new and evolving electro-optical sensors, as well as to provide support for operational missions defined by US Space Command
Responsibilities Duties include, but not limited to: The AMOS Program Manager provides technical and programmatic support to the Maui Space Surveillance Complex (MSSC)
The work includes developing and maintaining the spend plans and projecting requirements for the AMOS site as well as participation in pre-solicitation efforts and providing technical and programmatic support for source selections
