    Epidemiology and Laboratory Capacity for Infectious Diseases (ELC) Deputy District Health Officer

    $7,500 per month

    Exempt, non-civil service, full-time, temporary appointment. This position is responsible for administering and managing DHO Division-level communicable disease control and Public health preparedness and response program activities and acts as the primary assistant to the District Health Officer in programmatic related duties and activities. The position plays a crucial role in protecting the health and safety of the public through the monitoring, control, and prevention of disease outbreaks and spread in the respective counties. The duties of the position include a wide array of administrative, planning, technical, lead, and supervisory responsibilities. The incumbent must possess the technical expertise to interpret and analyze epidemiological data and apply relevant findings to public health actions, including public health preparedness and response activities. The incumbent fulfills all duties independently with overall technical guidance and medical direction provided by the District Health Officer in accordance with policies and directives of the Chief of the Disease Outbreak Control Division (DOCD).


    Minimum Qualification(s)

    EDUCATION: Graduation from an accredited four (4) year university or college with a bachelor's degree and graduation from an accredited institution with a master's degree in a relevant field (such as public health, public administration, epidemiology/biostatistics, or related fields). Excess experience of the type and quality described below, or any administrative, professional, or other responsible experience which required a high degree of analytical skill may be substituted for graduate level education on a year-to-year basis.

    EXPERIENCE: Three years of progressively responsible professional work experience at the staff or level in a public health program. Such experience must have demonstrated the applicant knowledge of the philosophy, principles, concepts, and practices relating to the operation and management of public health programs. One (1) year of which should include professional work experience at the staff or program level, which deals with programmatic issues related to disease surveillance and investigations and/or public health emergency preparedness and response. Such experience must demonstrate the ability to apply epidemiologic principles to public health practice.

    Supervisory experience: Two (2) years of work involved in supervising professionals performing specialized work as described above. In addition to a comprehensive knowledge of the subject matter area, the experience must demonstrate the applicant's knowledge of the principles and practices of supervision and the ability to (1) plan, organize, and direct the work of others; (2) assign and review their work; (3) advise them on difficult problem areas;

    (4) time and schedule their work; (5) train and develop new staff, and (6) discipline them when necessary.

    LICENSE: Valid Hawaii State Drivers License preferred.
