Description
Job Description and Duties
As a Staff Services Analyst, the incumbent will develop and analyze the less complex procurement for the field division. Review specification of goods and services to be purchased; analyze, write, process, and prepare bid requests for proposals, contracts, and purchase orders for the acquisition of more routine Electrical and Mechanical equipment and materials, including wiring components, cable, and PPE safety items; Non-IT and IT Goods and Services. Develop and prepare formal bid solicitations (Invitations for Bid; Requests for Proposal; and Request for Quote), administer the bid process and determine successful bidders in accordance with bid specifications, Public Contract Code, Government Code, State Administrative Manual, and the State Contracting Manuals. Review and edit asset equipment specifications, creates outline agreements and purchase orders for field division service contracts from requisitions. Research, analyze, and coordinate the development of assigned less complex contracts. From initiation to execution, complete contract assignments covering a varied range of requirements and complexity, including but not limited to maintenance service and interagency agreements, equipment maintenance, commodity procurement, information technology, and consultant contracts. Work closely with subject matter experts to develop contract justifications.
