    Nature of Work

    Under general supervision, performs advanced accounting support duties. The incumbent is responsible for posting complex journal entries that require the use of specialized accounting procedures, assisting the supervisor in preparing agency budgets, and examining records to assure adherence to accounting laws and regulations. Performs related work as required.

    • Post funds received from outside agencies, bureaus, and offices within The Office of Shared Administration (OSA).
    • Process and maintain payment records for programs provided through Department of Health (DH), Department of Human Services (DoHS), and Department of Health Facilities (DHF) as an OSA representative.
    • Create payment documents for programs within DH, DoHS, DHF, OSA and provide documentation that verifies payments are due vendors and clients.
    • Intercept payments for providers/vendors in accordance with IRS liens in conjunction with the State Auditor's Office. Prepare and process documents in wvOasis to distribute the money intercepted to appropriate creditors.
    • Record payments from field staff; prepare and process payment documents to appropriate funds.
    • Maintain and review outside bank account records for the field offices within DH, DoHS, DHF, and OSA working with local offices to correct and maintain accurate account balances. Coordinate outside bank accounts within DH, DoHS, DHF, and OSA in conjunction with the WV State Treasurer's Office. Collect and review the information related to outside bank accounts from BFA/BSS field staff to complete forms for yearly reporting. This information will be submitted to the OSA Internal Control and Policy Development for reporting to appropriate financial offices yearly.
    • Research and resolve issues with outstanding checks issued through DH, DoHS, and DHF program systems. Research and resolve issues with returned checks/EFT payments issued through DH, DoHS and DHF as well as returned payments from clients/vendors.

    Minimum Requirements

    Training: Graduation from a standard four-year high school or the equivalent.

    Experience: Four years of full time or equivalent part time paid bookkeeping, accounting, or related experience.

    Substitution: Successful completion of college-level accounting courses from an accredited college or university may be substituted at the rate of three semester hours equals six months experience;

    OR

    Successful completion of related business school or vocational training may be substituted for the experience through an established formula.
