    Examination Process

    The Oral interview will contain questions that assess technical knowledge and experience, and one's general fitness for successful performance in the position.


    BASIC FUNCTION OF POSITION


    Under the direction of an assigned supervisor, perform a variety of responsible, complex, technical personnel duties related to the areas of recruitment, examination, selection, employment processing, and personnel records management.

    ESSENTIAL DUTIES/RESPONSIBILITIES

    RECRUITMENT/EXAMINATION


    Develops and designs recruitment literature including transfer and recruitment bulletins, advertisements, and brochures; utilizes a web-based applicant tracking system to post and manage job postings and respective job applications.


    Review employment applications and screen applications to verify eligibility to participate in the selection process by reviewing minimum employment qualifications, such as education/experience, credentials, permits, transcripts, certifications or special job requirements, as specified on employment bulletins and/or job descriptions.


    Plan and schedule testing facilities for exam administration; contact subject-matter experts from within the District and outside to serve on oral interview panels; prepare, assemble and distribute testing booklets, forms, and related materials.


    Utilize appropriate test item bank, such as administered by CODESP, to construct written, oral and performance testsfor routinely administered examinations; plans exam schedule to effectively meet the District needs in filling job vacancies and in accordance with Merit System rules and regulations.


    Administers written, oral and performance tests in accordance with established procedures; scores tests using established scoring criteria and test cut-off scores.


    Provides basic training to interview panel members on the proper administration of a structured interview process and procedures to ensure adherence with legal standards; may give work direction to test proctors.


    Assists in managing classified employment eligibility lists and referring candidates on the eligibility list to the hiring authority in accordance with the Education Code and Merit System rules and regulations.


    EMPLOYMENT PROCESSING


    Perform applicant tracking activities, such as, preparing, mailing and/or emailing related correspondence, such as testing schedules, disqualification and/or job offer letters.


    Schedule and conduct new employee orientations and employment processing, including, but not limited to: prepare, distribute and explain new-hire employment packets for regular, exempt and substitute employees; coordinate appointments for fingerprints, TB tests and physical exams as needed.


    Establish and maintain a variety of personnel files and records, including eligibility lists; complete necessary forms to process personnel assignment transactions for regular and substitute assignments, and enter necessary employment information into appropriate information management data system(s).


    Prepare routine written correspondence, such as job offer letters, scheduled testing/interview appointments, and other notification related to personnel matters; assemble materials for the purpose of administering written, oral and performance examinations.


    Inputs employment data into appropriate computer database system to process routine employment transactions; completes necessary documents/forms to process personnel assignment transactions for permanent positions and/or substitute assignments.


    Compiles, reviews, and analyzes employment data by using appropriate software applications; uses computer system queries to exports/imports data to prepare reports, tables, graphs, and narrative presentations in order to synthesize and summarize personnel related data.

    Establish and maintain filing systems for the purpose of complete and accurate management of personnel related documents and files.


    Contacts District personnel, employee representatives, employers, community groups, job applicants and the general public, as assigned, in order to obtain or impart information, request raters for examinations, respond to inquiries regarding assigned personnel functions and provide information concerning related standards, requirements, vacancies, rules, policies and procedures.


    May managed substitute assignment requests using an automated sub-caller system or manually calling for available, eligible substitutes; ensure that individuals on substitute eligibility lists have appropriate active credentials, permits and/or certifications and engage in necessary verbal or written correspondence to provide notice; provide appropriate notification to all involved parties of substitute assignment placement.

    Performs other job-related duties as assigned.


    MINIMUM ENTRANCE QUALIFICATIONS

    EDUCATION / EXPERIENCE :


    High school diploma, or an equivalent, supplemented by college-level course work in Business Administration, Human Resource Management, English Language or a related field; AND two (2) years of experience performing progressively responsible clerical duties/responsibilities involving extensive document writing, data/record management and public contacts.

    Experience in a personnel/human resources area is desirable.

    LICENCES/CERTIFICATIONS/


    SPECIAL REQUIREMENTS:

    • Valid California Class C Driver's License
