    Summary



    This position is located in the Department of Homeland Security, United States Coast Guard, Atlantic Area (LANTAREA), Sector Houston/Galveston in Houston, TX.



    Duties


    In this position, you will serve as a subject matter expert for auditing commercial vessels, operating companies, Third Party Organizations (TPO's), and Recognized Organizations (RO's). You will represent your area of responsibility (AOR) during collaborative discussions and meetings with other Coast Guard offices, TPOs, ROs, other flag states, other federal agencies, and other maritime organizations concerning the Coast Guard's oversight program.

    Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

    • Leading marine inspection teams during complex, technically demanding new construction and major modification projects; hull and internal structure exams; and annual, periodic, and certification inspections, determining the adequacy of corrective measures/repair proposals and communicating required corrective actions.
    • Serving as a subject matter expert for Coast Guard third party oversight programs (International Safety Management (ISM) Code, International Maritime Organization (IMO) Code for ROs (RO Code), ISO 9001 Standards for Quality Management Systems, Towing Safety Management Systems (TSMS), Coast Guard Mission Management Systems (MMS), and vessel alternate inspection programs.
    • Leading activities in support of the Coast Guard's third party oversight programs, to include the observation of ISM/TSMS audits; Vertical Contract Audits (VCA) of ROs and TPOs; quality review of Marine Information for Safety and Law Enforcement (MISLE) activities; and data collection and trend analysis.
    • Serving as the primary contact and subject matter expert within the respective unit's Area of Responsibility (AOR).
    • Representing the Coast Guard during industry meetings with executive management, and at conferences and trainings; utilizes experience and critical thinking to resolve conflicting interpretations in connection with complex audit and compliance standards.
    • Leading the implementation of inspection policies and procedures for new international conventions and standards, U.S. laws and regulations, industry standards, Coast Guard policies and procedures, and Coast Guard MMS documents related to third party oversight and alternate inspection programs.
