    Duties

    • Serves as the Property Book Officer to ensure all accountable property for the Directorate of Family and Morale, Welfare and Recreation (DFMWR), Appropriated Fund (APF) and Non-appropriated Fund (NAF) is accounted for.
    • Properties include disposable, expendable and nonexpendable properties, to include properties received, held, and issued on hand receipt to activities. Conducts 100% inventory annually.
    • Process purchase requests using SNACS. Ensures that program goals are met by guarding against and reducing fraud, waste, and abuse.
    • Serves as the vehicle control officer enforcing establishes policies and procedures utilizing the NAF vehicles and equipment in the DFMWR motor Pool.
    • Directs the efforts of the NAF Automotive Manager to ensure that vehicle maintenance/utilization records are maintained. Dispatches NAF Vehicles to authorized personnel.
    • Initiates and processes Financial Liability Investigations. Conducts property accountability Inspections of hand receipt holders to insure internal control requirement.
    • Provides initial and refresher training to hand receipt holders. Utilizes and maintains property accountability databases. Carries out Contracting Officer Representative duties for assigned contracts.
    • Submits input for the annual operating budget, Capital Purchase and Minor Construction budget. Provides technical advice, support, and training to Supply Clerk and/or Tech Team.
    • Performs a full range of supervisory duties, including recommending recruitment or reassignment actions, conducts performance appraisals and submits for approval by the manager.
    • Initiates or recommends disciplinary actions; initiates recommendations for awards and pay adjustments, and recommends employees for development and training programs, work schedules, etc.
