    • Aberdeen Proving Ground (ACC-APG) provides global contracting support to a diverse customer base in support of the Joint Warfighter.
    Responsibilities Provide advice to management on manpower, organization structure and Table of Distribution and Allowances (TDA) documentation. Evaluate and recommend TDA manpower management improvement strategies. Analyze manpower data from a wide variety of source materials. Conduct TDA manpower studies and surveys Interpret personnel/position management guidelines, regulations, and policies. Prepares a variety of briefing material to higher levels of management to review.

    One year of specialized experience which includes: (1) Experience analyzing program manpower data; (2) Utilizing an automated budget/financial system to manage program requirements; (3) Participating in program management activities to improve the organization structures and processes; AND (4) Assisting in preparing briefings materials to review program performance with management.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    Specialized Experience at the

    GS-13 Level:

    One year of specialized experience which includes: 1) Conducting manpower studies to provide advisory services; 2) Maintaining the organization's manning documents such as Table of Distribution Allowances (TDA); 3) Advising management on a wide range of staffing issues; AND (4) Experience supporting budget planning justification and program objectives.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

    Education can NOT be substituted for experience.

You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.     This is a(n) 2- Manpower and Force Management Career Field position. You may claim military spouse preference (MSP). Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.

    Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

    May require overtime work. Noncompetitive promotion potential to target grade. Management may select at any grade level announced.

    The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

    Selection at a lower grade level does not guarantee promotion to the full performance level. Relocation Incentive will not be authorized. Recruitment Incentive will may be authorized. Retention Incentive will not be authorized. Student Loan Repayment Program (SLRP) will not be authorized. Defense National Relocation Program will not be authorized. This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.
