    Responsible for providing leadership, direction, and management oversight for the departments under Facilities, Maintenance & Operations including Building Maintenance, Mechanical & Engineering Services, Emergency Management & Environmental Compliance, and Work Order Management. Sub-departments of these departments include Repair Regions, Grounds, Contract Maintenance, Engineering, Mechanical Services, Logistics, Risk Management, Integrated Pest Management, Environmental Compliance to include Indoor Air Quality and Hazardous Material, Waste & Water Management, Custodial Operations to include guidance and cleanliness assessments of all buildings owned and managed by City Schools. Oversight applies to both in-house work and contracted services. The Executive Director of Facilities will provide oversight and supervisory responsibility for up to 225 personnel and an overall operating and capital budget of approximately $92 million. Responsible for assisting in day-to-day operation of activities and services managed by the Chief Operating Officer (COO). Advises the Chief Executive Officer, Chief Operating Officer, and the Board of School Commissioners on all technical, operating, and administrative matters relating to the management and operation of all facilities within the system's portfolio. Assist the COO in ensuring the efficient, prompt interaction with the Board of School Commissioners, Office of the CEO, COS, CAO, COSH and those that report to the COO.

    Essential Functions
    • Acts as lead point of contact for all facility management matters for the COO.
    • Maintains a close working knowledge and understanding of all issues and priorities within the City Schools and the Office of the COO and those departmental issues that may require the attention of the COO.
    • Defines and coordinates the strategic direction for areas of responsibility and leads assigned teams in developing recommendations for strategic long-term goals related to assigned area of responsibility.
    • Ensures the provision of quality services. Leads staff in the design, development, implementation, monitoring and documentation of quality and reliability improvement plans and procedures. Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods.
    • Directs, analyzes, and understands all expenditure requests in relation to actual budgeted amounts. Closely monitors departmental activities in relation to the Master Plan for the City Schools. Updates the COO on developments, trends, and variances.
    • Coordinate's efforts and regularly engages with Office of New Initiatives to plan and implement a long-range facility plan that incorporates pedagogic priorities.
    • Reviews departmental reports, procurement requests, vendor proposals, budget requests, and other documents that are submitted to the COO to assess their completeness, or appropriateness for adoption by City Schools or approval by the COO.
    • Directs senior staff concerning problems, issues, program status or activities and provides reports to COO and other chiefs as needed.
    • Oversees and/or personally completes, as needed, or requested by the COO, those documents and reports required for all meetings and presentations to the New Board of School Commissioners.
    • Coordinates efforts between divisions under areas of responsibility.
    • Coordinates efforts between Operations and Capital departments.
    • Informs the project prioritization process based on priorities related from Operations.
    • Supports the process in developing guidelines for Energy Savings Contracts (ESCO's)
    • Makes resource allocation decisions based on analysis of work order data.
    • Makes resource allocation decisions related to in-house vs. contracted services based on cost-benefit analysis.
    • Plans, directs, and coordinates school facilities planning and construction program and ongoing planned, preventive and emergency maintenance and operating programs.
    • Acts as an advisor to the Board of School Commissioners and senior management on matters relating to facilities management.
    • Plans, organizes, and reviews the operating budgets for facilities, maintenance, and operations.
    • Coordinate the development, approval, and implementation of the System's annual Comprehensive Maintenance Plan (CPM) consistent with local and State of Maryland requirements.
    • Develops, modifies, implements, and interprets administrative regulations concerning facilities management for all facility components of the System to the Board and other interested parties.
    • Plans, directs, and coordinates the activities of the departments within the facilities, planning, construction, maintenance, and operations management units.
    • Supports the planning for facility alterations, renovations, or construction necessary to meet the needs of the educational program.
    • Develops, implements, monitors, and promotes continuous improvement initiatives within the areas of facilities, maintenance, and operations.
    • Functions as liaison between the COO and Principals, public, and administrative staff on all issues related to planning.
    • Monitors and implements procedures for the distribution and use of funds allocated to implement the management plan.
    • Creates and manages budget for areas of responsibility. Develops and monitors time and expense project budgets. Develops project plans, work breakdown structures and schedules required to successfully complete projects on time and within budget constraints.
    • Plans and controls staffing, and performs other human resources, finance, and payroll related functions for assigned employees.
    • Manages assigned staff in the development, design, review, implementation and periodic evaluation of project plans and strategies to support the achievement of goals and objectives.
    • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff. Such responsibility includes the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.
    • Represents the COO in various meetings and conferences related to facilities as required.
    • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.
    Desired Qualifications
    • Bachelor's degree. Master's degree preferred. Degree must be from an accredited college or institution.
    • Seven years of supervisory/administrative/leadership experience in facilities management with experience in at least two or more of the following areas: facilities management; maintenance and operations; school/commercial building construction; or planning management.
    • Other equivalent combination of education and related leadership experience in facilities or construction management, architecture or engineering may be considered.
    • Knowledge of relevant Federal and State regulations and guidelines in the areas of facilities, maintenance, construction, and planning.
    • Demonstrated experienced and expertise in strategic planning, budget administration, and project management.
    • Ability to handle and prioritize multiple tasks.
    • Excellent verbal and written communication skills, including the ability to negotiate and make persuasive presentations.
    • Proficient in the knowledge and use of technical computer applications.
    • Ability to analyze problems, recommend and implement workable solutions.
    • Ability to work effectively with school principals, teachers, administrators, legislators, and the public.
    • Ability to ensure that high levels of customer service are delivered to the schools throughout the division.
