    As a SUPV HR SPEC (MILITARY), GS , you will serve as the supervisor over the Force Development, Commander's Support Staff, Sustainment Services Flight, Military Personnel Flight and Airman and Family Programs within the Force Support Squadron.

    May serve as the full-time representative of the Commander.

    This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.


    MAJOR DUTIES:

    • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.
    • Manages, directs, and executes wide spectrum of force support operations (Personnel, Base Education & Training, Family Readiness, Installation Personnel Readiness, and Base Services) for wing customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Develops policies, coordinates, and performs all force support functions for organizations at all levels of serviced installations. Oversees the development and effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Provides expert interpretation on regulatory and administrative guidelines in accordance with generally accepted principles relating to a wide spectrum support operation. Ensures readiness of personnel in support of contingencies, exercises, and wartime tasking. Focal point for all aspects of readiness, base deployment plans, Continuity of Operations Plans, and emergency action plans.
    • Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Manages the review of a variety of policies, guidelines, data, documents, reports, processes, and procedures to determine trends and data integrity. Identifies actual and potential problem areas and develops actions and tasking to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources. Executes policy made at higher levels and provides policy, administrative and technical guidance.
    • Implements the organization's self-inspection program; reviews formal inspection reports, audits, complaints, and other reports to ensure adverse findings are addressed/corrected within the allotted time frame. Directs self-assessment activities of subordinate supervisors. Evaluates unit programs to ensure compliance and performs as the squadron focal point for major inspections. Directs the preparation, analysis, reconciliation, consolidation, and submission of all required reports within established deadlines to higher level management.
    • Participates in formal and informal management planning, policy and decision-making sessions. Participates in conferences, workshops and other meetings with key personnel concerning Force Support matters involving the changing of mission requirements, new laws and/or directives.

    Qualifications


    NATIONAL GUARD MEMBERSHIP IS REQUIRED:
    This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.


    MILITARY MEMBERS WITH BONUSES:

    Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).


    GENERAL EXPERIENCE:

    To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments.

    The following seven basic qualification competency factors are applicable to the GS-0201 career levels:


    • Skilled in collecting and analyzing data effectively, efficiently, and accurately
    • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication
    • Ability to write English in reports and presentation formats;
    • Ability to communicate clearly and effectively;
    • Skilled in presenting formal training presentations and briefings;
    • Ability to assess body language and perceive emotional and/or distress levels; and,
    • Skilled in applying procedures and directives by reading and interpreting program material.

    SPECIALIZED EXPERIENCE:

    Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement.

    In addition to analytical and problem solving abilities, positions at this level require specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and technician personnel programs.

    Experienced in planning for and executing all personnel programs and Human Resources Information Systems.

    Expert in managing Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing.

    Experienced in operational readiness planning, personnel deployments, and writing various readiness status reports. Experienced in writing, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting.

    Experienced in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management.

    Experienced in managing or conducting reenlistments; assignment or reassignment actions; education and training policy requirements; retraining procedures; retirement options; conducting disciplinary actions; or, applying force development and force shaping programs.

    Experienced in managing HR development programs; education; voluntary education; advanced academic education; or, promotion testing and libraries. Knowledgeable of the equal opportunity and sexual assault prevention and response program.

    Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment.

    Experienced in career counseling, performance evaluations, conducting educational and skill development personnel course programs, and, experienced in identifying concerns; assessing culture and environmental concerns; and, executing problem solving techniques and applications.

    Experienced in formulating personnel plans and programs; developing and implementing policies; and, executing procedures with follow-on evaluations and reassessments.

    Experienced in totalforce adaptive planning and execution in support of combatant commanders from peacetime through mobilization, contingency operations and demobilization.

    Skilled in interpreting manpower, personnel, and equipment availability deployment readiness posturing and management.

    Experienced in developing, controlling, programming and allocating manpower resources in support of the ANG planning, programming, budgeting, and execution procedures.

    Experienced in the allocation of military and civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements.


    SPECIALIZED EXPERIENCE FOR SUPERVISORY POSTION:


    Must meet the non-supervisory GS qualifications; plus, have specialized experiences in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements.

    Candidate must have experience that included training and guiding employees on human resources military and/or civilian programs and assigning applicable tasks.

    Must have experience in managing work functions and discipline requirements.

    Experienced in conducting employee performance evaluations; mentoring junior officers and enlisted employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations.

    Experienced in effectively and efficiently planning and scheduling work. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes.

    Experienced in creating and implementing improvements in mentoring programs and strategies; and, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies.
