    POSITION OVERVIEW:
    The Permits Specialist is the first line of contact for many citizens in communicating with LRWRA.

    Not only does this position fulfill the duties of manning the Permits Desk but this position will receive walk-in traffic to the front lobby of the building and assist them with their needs.

    Responsible for the issuing of all permits related to sewer service lines including new construction, replacement permits, sewer seal permits, street cut permits, and all repair permits.

    Responsible for completing all financial transactions associated with issuing permits as well as coordinating and scheduling inspections and maintaining the inspection calendar.


    PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
    Serves as first line of contact with Plumbers and the Public for LRWRA.
    Completes and tracks all financial transactions related to Permits.
    Processes all types of service line-related permits through the Permits Office.
    Convey LRWRA specifications and requirements for sewer service line work in answering questions from the public.

    Assist the public by providing information about sewer main locations and information from sewer as-builts for wye locations through the use of, database software, and mapping software.

    Receives and responds to customer and contractor inquiries regarding service line connection specifications and locations.

    Coordinates and schedules all daily inspections as requested and must also be able to conduct service line inspections as needed.

    Maintains records of service line inspections and updates Hansen database.
    Establishes and maintains effective working relationships with LRWRA employees, contractors, plumbers and the public.
    Organizes and maintains hard copy archives of As-Built drawings and information.
    Prepare timetables, reports, summaries, and other reports as required utilizing software and office equipment.
    Communicates complex regulations to plumbers, contractors, residents and business owners.
    Documents and writes work orders and follows proper procedures to manage workflow.

    Maintains current capability to perform duties of Sanitary Service Line Replacement Program (SSLRP) Specialist and Fat, Oil, & Grease (FOG) Specialist to serve as short-term back-up for those positions as required by scheduling or absenteeism.

    Serves as back-up for the Collection System Inspector during absenteeism or schedule relief fulfilling all job requirements of the position.

    Serves as back-up to the Supervisor during absenteeism fulfilling job requirements of the position.
    Follows established work procedures and practices.
    Follows safety practices and guidelines.
    Undertakes any reasonable request within capabilities that ensures the public health and safety of the community and the utility.

    QUALIFICATIONS &


    SKILLS:
    Required :


    2 years of college (60 credited hours) or graduate of a technical/vocational school with training in construction, industrial, or environmental science technology.

    Related work experience may be substituted for the formal education.
    5 years of direct experience working for a municipal wastewater utility.
    Effective in oral and written communications.

    Ability to communicate with the public and undertaking any reasonable request within capabilities that ensures the public health and safety of the community and the utility.

    Ability to read and comprehend GIS Information.
    Ability to use Enterprise Asset (EA – CentralSquare) database software.
    Obtain and maintain Arkansas Plumbing Inspector License within 3 years
    Ability to obtain and maintain valid Arkansas driver's license.


    Preferred:
    Knowledge of Sewer Service Line or Main Construction practices.
    Experience in the administration of a public program.
