SummaryManages procurement activities for production and non-production products and services. Leads and executes strategies to achieve agreed upon service levels with internal and external customers.
Teams with Strategic Sourcing, Quality Engineering, and Material Flow in the production environment to achieve and manage favorable commodities contracts.
Teams with Facilities, IT, HS&E, HR, Finance, and Capital Equipment Coordinators in a non-production environment to achieve and manage multi-million dollar contracts and long term agreements.
Duties and Responsibilities
Determines functional objectives and manages organizational performance to achieve on-time delivery, quality and cost performance, and contract fulfillment for all purchased products and services.
Develops and implements supply strategies to achieve world class material availability, purchase order alignment, and lead time reductions to deliver to master production schedule and plant support requirements.
Develops and implements procurement strategies for infrastructure product and service requirements to support all business objectives, monitors support, and interfaces with cross-divisional infrastructure management personnel to create cohesive and integrated procurement plans.
Provides for formation and oversight of effective commodity and natural customer-focused teams.
Interfaces with internal organizations to formulate and implement strategies necessary to increase business flexibility, responsiveness to the customer, and control of internal process variation.
Evaluates business trends and structures, identifies skill requirements, and mentors/coaches individual and group development to increase organizational agility and integrative business practices.
Ensures compliance with prime contract executive orders, public law, NNSA approved procedures, DEAR/FAR requirements, and appropriate supply chain management principles.
Provides direction to Buyers in negotiations with suppliers. Manages supply chain training to employees within the Integrated Supply Chain.
Seeks customers and stakeholder feedback and recommends strategies aligned with contemporary business best practices.
Directly supervises employees and performs other managerial responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining associates; and addressing complaints and resolving problems.
Conducts activities in a safe and healthy manner and works in accordance with established HS&E requirements to ensure the protection of employees, the public, and the environment.
You Must Have
Eight or more years of multi-functional supply chain/procurement experience for a manufacturing business.
Bachelors degree in appropriate business or technical field in a technical, professional or administrative field. Advanced degree preferred.
Experience administering procurement contracts and influencing the establishment of contract parameters.
Advance experience in project/team leadership role with achievement of high quality results and demonstrated technical awareness with the analysis, diagnostic and project management applications of ERP and related business systems.

Business appropriate certification(s) preferred (e.g. CPM).
Thorough knowledge of purchasing procedures, products, services and strategic supplier management concepts. Must be able to identify and leverage contemporary, commercial and government contracting best practices from a strategic sourcing perspective.
Thorough, applied understanding of FAR/DEAR procurement requirements and ERP systems.
Demonstrated ability to identify, initiate, and execute innovative supply chain best practices and strategies resulting in significant improvements in supply chain operations.
Excellent interpersonal, presentation, and communications skills.
Computer proficiency with relevant business systems (e.g. ERP) and Microsoft applications.
Demonstrated ability to identify, initiate, and execute innovative supply chain operations; ability to lead change initiatives within supply chain systems and processes.
Thorough, applied understanding of FAR/DEAR regulations.
History of exhibiting a bias for action while maintaining exceptional customer service.
