- Establishing a full range of contractual administration actions required for the acquisition program including the issuance of contract modifications, investigation and resolution of contractor delays, and similar matters
- Planning, and/or administering complex procurements of goods, systems, or services with specialized, state-of-the-art, critical, or scarce requirements and characterized by a lack of any previous cost data, use of a wide variety of cost and fixed-price contracts, multi-year contracts and extensive use of subcontractors, frequent changes in terms, conditions or funding arrangements, and similar difficulties.
- Developing and/or reviewing complex contractual pricing arrangements and incentives characterized by multiple incentives requiring sophisticated contracting techniques, sharing arrangements such as cost-plus-incentive-fees or fixed-price-incentive-fees where the agency and the Contractor share cost risk, or economic price adjustment clauses for adjusting labor and material costs where price cannot be reasonably predicted at the time of negotiation.
- Auditing or reviewing major acquisitions of similar complexity, presenting findings, recommends corrective actions and policy or procedure improvements.
- Reviewing, developing, and recommending business unit-wide or agency-wide procurement processes and systems, procedures, and policies.
- Assembling and drafting complex solicitation and contract packages for peer reviews involving various acquisition documents
- Performing pre-award support requirements such as (but not limited to) assisting with pre-procurement planning and acquisition strategy development; assisting with developing evaluation documents such as source selection plans; performing market research; preparing special notices for sources sought and intent to sole source; preparing synopsis and solicitation documents, including Request for Proposals (RFP), Request for Quotation (RFQ and Invitation for Bids , Combined Synopsis/Solicitation; supporting and assisting with the preparation and conduct of industry briefings and pre-proposal conferences; assisting with the evaluation process to include price analysis, cost analysis, cost/price realism, and past performance; and preparing award documents.
- Performing post-award support requirements such as (but not limited to) preparing contract administration plans; conducting contract administration; conducting post-award orientation conferences; n egotiating prices and recommending supplemental agreements; i ssuing administrative changes, correcting errors or omissions in typing, contractor address, facility or activity code, remittance address; and computations which do not require additional contract funds, and other such changes; preparing evaluations of contractor performance as required; and de-obligating excess funds after final price determination by means of preparing a close-out modification.

Advantage SCI is accepting applications for a senior contract specialist to execute all acquisition pre-award and post-award functions
Responsibilities involve solving significant problems complicated by interfaces and inter-relationships between and among programs, systems, functions, policies, and numerous critical issues
Some travel may be required
Summary of duties include but not limited to:
Initiates action to resolve contract-related problems affecting the ability to meet program goals.
A key responsibility is maintaining, updating, and accessing a lesson learned and best practices database derived from the review and evaluation process of assigned solicitations
