    Responsibilities PM SAI falls under Program Executive Office - Intelligence Electronic Warfare and Sensors (PEO IEW&S). PM SAI is headquartered at Aberdeen Proving Ground (APG) with product line support offices located at APG, MD.

    PM SAI is responsible for development, production, modernization, fielding, and sustainment of integrated manned and unmanned aerial Intelligence, Surveillance, and Reconnaissance (ISR) sensor payloads that leverage National and other Services' capabilities.

    PM SAI also provides product solutions to support warfighting Processing, Exploitation and Dissemination (PED) of Intelligence products. We are hiring a Systems Engineer / Test Manager. This individual will be located at APG, MD.


    What you'll do:

    • Planning
    • Support and provide feedback to the government on the end-to-end engineering of complex systems
    • Support the development and review of the Systems Engineering Management Plan (SEMP)
    • Support the development and review of the Test and Evaluation Management Plan (TEMP)
    • Support and provide feedback to the government on the Contractor Master Test Plan (CMTP)
    • Support the development and review of the Integrated Master Schedule (tech),
    • Support the development and review Systems Engineering and Test Processes
    • Support and provide feedback to the government on Systems Engineering P3 (People, Processes, Products)
    • Support and provide feedback to the government on the Big picture, which includes end-to-end from requirement development to deployment, concept to operations, and help developing the DoDAF views especially the Systems View
    • Support and provide feedback to the government on tracking and knowing the state of key technical /program resources and their associated margin
    • Support and provide feedback to the government on development on requirements and capabilities
    • Support the development and review of objective trade studies
    • Support and provide feedback to the government on working the balance between technical and programmatic issues
    • Ensure that truth of DeLuca's Law which is "Not a rational system that happens to involve humans, but a human system attempting to act rationally" is always considered in development of the requirements and design of a system
    • Support the development and review of configuration control process is good and must be in place and used very early in project lifecycle
    • Ensure that the contractor and government Test Like You Fight and test at the end to end system level which cannot be the only a verification approach but also an operational test
    • Help ensure that the contractor and government do things right the first time (at lowest level)
    • Organizing
    • The Support the development and review of Systems Engineering Organizations to include ensuring the IMS, WBS and Manning levels are linked.
    • The Support the development, operations and review of Systems Engineering Working Groups and associated meetings/products
    • The Support the development, operations and review of Systems Engineering Reviews,(IBR, SSR, SFR, SFA, PDR, CDR,TRR, and deployment readiness,
    • The Support the development, operations and review of Risk Management Programs and associated meetings and products
    • Ensure that very early in project lifecycle requirements are integrated in all development and processes
    • Controlling
    • The Support the development, operations and review of IBS and associated Earned Value Management System
    • The Support the development, operations and review of Engineering Change Board (ECB)
    • The Support the development, operations and review of technical and test metrics,
    • The Support the development, operations and review of Baseline Control of both requirements and schedule
    • Review, identify and provide the government with the non-linear affect of requirements creep
    • Review, identify and provide the government with feedback on the following Key Objectives
    • Employ First Principles Approach which is to keep the critical-to-customer requirements always in mind because everything else supports these
    • Bring the entire project together or the "Big Tent" concept of always looking at the end-to-end impacts and process and that diversity of ideas are good
    • Ensuring vertical and horizontal integration within the System Engineering organization but maybe even more importantly between all program disciplines/IPTs
    • Verification and validation of all process, and then product requirements and operational capabilities Directing
    • Support the identification, development, review, and provide feedback to the government on the following:
    • Requirements development
    • Calibration, Verification and Validation and test processes
    • End Product acceptance
    • Design Reference Mission (OpsCon or CONOP)
    • Master Equipment List
    • Critical Technical Performance measures (CTPs) and associate links to Technical Performance Measures (TPMs)
    • Requirement traceability through a Requirements and Verification Database (such as DOORS)
    • Interface control Documents (ICDs)
    • System Failure Mode and Effects Analysis (using a Fault Tree approach such as Ishikawa)
    • Risk Reduction Test Program
    • Oversight
    • Provide on-site oversight for and feedback to the government for the following:
    • Modification of platform, interior and outer mold line
    • Modification and integration of avionic equipment
    • Initial Avionic Ground test
    • Initial Avionic flight handling tests
    • Avionic flight performance tests
    • PME Factory acceptance test
    • Modification and integration of Primary Mission Equipment (PME)
    • Initial PME Ground test
    • Initial PME ground integration tests
    • Contractor PME Ground tests
    • Government PME Ground tests
    • Contractor PME Flight system calibration tests
    • Contractor PME Flight system calibration verification tests
    • Contractor PME Flight system requirements verification/validation tests
    • Formal Government PME Flight tests
    • Government PME Flight system requirements verification/validation tests
    • Formal Government Requirements testing
    • Formal Government operational testing
    • Formal Government pre-deployment testing Qualifications What you'll need:
    • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.
    D.

    • Prefer Master in Systems Engineering.
    * total years of experience in Syastems Engineering with aircraft SIGINT/ISR capabilities (SAR, ISAR, MTI, LiDAR, EO/IR sensors).
    * total years of experience in a contracting role, developmental, and Operational testing experience.
    • Military experience desired.
    • Experience with TEMP, Requriements trace, Test Plans, Test Procedures.
    • Ability to brief upper management, Army staff, and GO/SES level.
    • Experience with aircraft modifications and accreditation process.
    • Time will be spent as follows: 10% Multiple Program IPTs. 35% Oversight of contractor modifciation events.
    • 35% Testing of platforms: SIL, ground, flight.
    • 15% Creationg and review of system engineering and test documentation. 5% Acquisition tasks (ex. RFI, SOWs, RFPs, etc.)
    • DoD Top Secret Clearance Target Salary Range $146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
