    CLASS DESCRIPTION
    The Baltimore City Office of Information and Technology, Broadband and Digital Equity Office is seeking a Grant Compliance Specialist.

    This role is to act as compliance and program oversight for Broadband and Digital Equity (BDE) grant programs, including grant application development, review and compliance oversight.

    ESSENTIAL FUNCTIONS

    Support the development of Broadband and Digital Equity grant programs from application to review criteria, performance reports and technical assistance plans.


    Constituent Services:

    The Grant Compliance Specialist acts as the organization's designee to append final signatures on legal agreements and mark projects as ready for payment.


    Quality Assurance:

    The Grant Compliance Specialist is the final line of defense against errors in the application review process, performance, and final reports, offering final reviews of legal documentation for accuracy before payment.


    Technical Assistance:

    Ensure BDE grantees are provided technical assistance from the time of application through the completion of grant performance periods.

    Technical assistance can be provided through capacity-building workshops, networking opportunities, report writing support and such other support as needed.

    Serve as the primary point of contact for all inquiries related to BDE grant programs, including potential applicants and actual recipients.

    Other grant program support as needed.


    EDUCATION
    AND EXPERIENCE REQUIREMENTS


    EDUCATION:
    Have an associate degree or certification in Program or Public Administration, IT, Business, Engineering,

    Mathematics/Statistics,

    or related field.


    AND

    EXPERIENCE:
    Have 3-5 years' grants experience as a coordinator or specialist. Intermediate proficiency in desktop publishing and analytic tools e.g. Microsoft Word and Microsoft Excel. Excellent written and verbal communication in English and experience working in a civic/government environment preferred.

    KNOWLEDGE, SKILLS,
    AND ABILITIES:

    Successful candidates will possess the following critical skills related to administering the compliance component of BDE grant programs:
    Demonstrated intermediate proficiency with computers and the internet, especially desktop.
    publishing tools such as Microsoft Word, Excel, etc.
    Experience managing cloud-based SAS platforms, preferably on behalf of a large nonprofit or government organization.
    Demonstrated interest in and ability to learn and harness new technology and/or computer related skills.
    Demonstrated ability to prioritize and manage work against critical timelines in a fast-paced environment.
    Experience dealing with large datasets in Microsoft Excel, with keen attention to detail and low tolerance for errors.
    Demonstrated ability to run simple business intelligence reports for diverse audiences.
    Understands program auditing and legal compliance with government.
