    JOB TITLE: Data Performance Manager

    DIVISION: Adult & Youth Services

    REPORTS TO: Sr. Assistant Vice President – Adult Services & Regional Director

    FLSA STATUS: Exempt/Salaried

    CLASSIFICATION: Full-Time Regular

    JOB SUMMARY: Develops and administers a performance data tracking system designed to review and monitor the contractual compliance and obligations of SER/SERCO Detroit contracts/services. Analyzes performance outcomes by comparing actual to planned goals, evaluating service delivery process and related documentation to identify gaps in services, and quality controls on system errors and omissions.

    ESSENTIAL DUTIES & RESPONSIBILITIES:

    1. Adheres to the SER mission.
    2. Implements and manages a system-wide database for Detroit operations with expansion capabilities to include corporate wide contract performance.
    3. Assists with systems migration and integration of data into SER systems.
    4. Acts as the liaison between SER third-party contractors and funding sources.
    5. Ensures that internal reporting and database mechanisms are continually evaluated to meet the specific funding source and/or performance metrics.
    6. Develops organizational performance indicators, scorecards, and dashboards related to service quality and performance; and works with relevant staff to identify methods to collect and analyze such indicators.
    7. Generates performance data reports based on the organization's needs.
    8. Works with data teams to implement and improve techniques for quality data collection to ensure adequacy, accuracy, and data integrity.
    9. Develops guidelines that promote uniform processes for data entry, collection, evaluation, and system changes.
    10. Works with IT for software, hardware, and data storage system upgrades and to troubleshoot system malfunctions or deficiencies.
    11. Prepares communication for review and dissemination to executive management, directors, and program managers to report program activities, status, and outcomes.
    12. Audits system to assure accurate and consistent data in accordance with funding guidelines (repetitive).
    13. Provides staff with ongoing technical support and assistance to ensure that the database is efficient and provides accurate representations. Coordinates training when deemed necessary.
    14. Contributes to the team effort by performing other duties as assigned.

    SUPERVISORY RESPONSIBILITIES: YES

    JOB QUALIFICATIONS:

    1. Bachelor's degree and a minimum of 4 years' experience in data management/management information systems (MIS).
    2. Analytical ability to identify and resolve data/system errors and upgrades.
    3. Interpersonal skills to facilitate effective communication with staff and partner agencies in non-technical terms.
    4. Ability to sit for long periods at a computer terminal.
    5. Mental ability to handle pressures related to meeting deadlines and performing repetitive tasks requiring concentration and attention to detail.
    6. Computer skills in Microsoft Word are necessary to effectively maintain a database and generate reports.
    7. Valid Michigan driver's license. Must be willing to work a flexible schedule and have reliable means of transportation to travel to various locations outside of the office.
