    Description

    • 10-15 years of Financial Regulatory and AML experience (added advantage if candidate is a qualified Dutch financial services lawyer or has extensive relevant experience at a financial regulator in the Netherlands or other EU countries)
    • The ideal candidate would have a mix of (i) regulatory experience, (ii) prior in-house experience in the payments sector (preferably one licensed in the Netherlands or other EU countries), and (iii) private practice experience in top-tier law or consulting / advisory firms
    • The candidate will be expected to qualify to be a policymaker of an Electronic Money Institution or other Financial Institution as required. Prior track record of such qualification will be a plus
    • Extensive experience interacting with regulators, particularly with the DNB. Familiarity with the ACM and DSA framework will be a plus
    • Experience in compliance & AML matters is preferred
    • Relevant AML or related certifications from an accredited organization (such as ACAMS, ICA) will be a plus
    • Critical thinking and analysis with strong attention to detail
    • Ability to thrive in a fast-paced international and multi-cultural startup environment where ambiguity and change is the norm

Fluency in Dutch will be a plusBased in the Netherlands, the AliExpress Financial Compliance and Money Laundering Reporting Officer ("MLRO") will have overall responsibility in driving the company's market entry in payments and financial services, developing a country compliance and AML programme aligned with group compliance and AML frameworks and international standards, and advising internal stakeholders on compliance matters, including:
    • Leading regulatory engagements and ensuring compliance with mandatory reporting requirements with relevant regulators and relevant internal and external stakeholders;
    • Acting as liaison person with authorities, e.g. regulators on AML and compliance related matters, such as licensing, regulatory enquiries, regulatory submission, etc.
    • Advising on payments / financial services regulatory matters, and assisting in the development and implementation of new products, features, and businesses lines. For example
    • Assessing AML/CFT risks when business decisions are made and demonstrating consideration to safeguard the firm's reputation;
    • Oversee AML risk assessments and monitor changes in regulations, industry trends and emerging risks to promptly adapt the AML compliance program
    • Providing timely and quality regulatory advice for negotiations on strategic, complex and high value agreements;
    • Developing and implementing Group Compliance initiatives in country, including technology risk management, business continuity management, outsourcing, consumer protection, and AML/CFT policies in line with local regulatory expectations and requirements;
    • Advising on AML regulatory requirements and expectation in relation to the development and implementation of an AML program, i.
    e. AML matters in the development and implementation of new products, features and business lines
  • Incident management (e.g. responding to regulatory investigations / inspections by authorities / assisting in PR incident responses/ submission of STRs);
  • Preparing for, and managing, audits and inspections by relevant regulators;
  • Localising and implementing Group-wide financial compliance programs and AML training for internal stakeholders;
  • Being the in-country champion in driving a culture of compliance.
