- Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:
- Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
- Some Plan Review Specialist I positions will require a valid International Code Council (ICC) Plans Examiner Certification or other certification closely related to the Plan Review Specialist job functions from a recognized state, national, or international association, as determined by the Building Official, within two years from the date of hire into a position performing health, life, and safety plan review per California Health and Safety Code Section
- Associate's Degree or higher in Architecture, Building Construction Technology, Engineering, or a closely related field.
- Engineer-in-Training (EIT) Certificate issued by a state licensing board.
- Two years of full-time subprofessional engineering, land surveying, drafting, or building inspection experience, typically under the direction of a professional engineer, architect, land surveyor, or ICC-certified building inspector. Subprofessional engineering, land surveying, drafting, or building inspection experience must include performing ONE of the following:
- Preparing construction plans and specifications.
- Reviewing construction plans and drawings to verify site conditions and compliance with entitlements, ordinances, and regulations.
- Inspecting building and/or construction projects for compliance with building codes, ordinances, and regulations.
- Two years of full-time experience managing construction projects.
- A MAXIMUM of one year of the required experience as specified above may be substituted with ONE of the following:
- Possession of a valid Plans Examiner, Building Inspector, or Combination Dwelling Inspector Certificate issued from the International Code Council (ICC).
- Successful completion of a minimum of 30 semester/45 quarter college-level units required for an Engineering, Architectural, Building Construction Technology, or closely related degree program, including general education subjects. At least half of these units MUST be in mathematics, chemistry, physics, or other engineering core subjects, or building construction technology.
- City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
- An Associate's Degree or Certificate in Building Construction Technology.
- Proficiency with a variety of computer software (e.g., Outlook, Word, and Excel), automated project tracking systems, or any other computer systems and programs.
- Experience working in a fast-paced, high-volume customer service environment.
- Experience in the review of plans for conformance with regulations.
- A valid International Code Council (ICC) Plans Examiner Certification or other certification closely related to the Plan Review Specialist job functions from a recognized state, national, or international association.
- Proof of degree/transcripts or certificate, if utilized to meet the minimum requirements.
- Proof of transcripts showing completion of the required course work, if utilized to meet the minimum requirements.
- For City of San Diego employees, proof of Out-of-Class Assignment (OCA), if utilized to meet the minimum requirements.
Plan Review Specialist I - National City, United States - City of San Diego
Description
See NOTE(S) below for future wage increases and/or additional compensation opportunities.This is the entry-level classification in the Plan Review Specialist series. Plan Review Specialist I positions will work under the direction of a Supervising Plan Review Specialist in a fast-paced, high-volume, customer service environment. There are three Sections within the Development Services Department covered by the Plan Review Specialist position: Combined Review Section, Process Section, and Zoning Section. After gaining the requisite experience, individuals originally hired at the Plan Review Specialist I level will be expected to meet the criteria for career advancement to the Plan Review Specialist II and Plan Review Specialist III classifications.
Plan Review Specialist I positions review building construction plans for single-family and duplexes for compliance with the California Residential Code of Regulations, Green Building Code, and water/sewer requirements; issue permits and perform other duties related to combined review; review and evaluate plans for completeness, determine the appropriate review and approval processes, assess fees, set up projects for review, and act as the single point of contact for the customer during the review, approval, and inspection process; perform other duties related to the submittal and issuance process, and review building construction plans for compliance with zoning regulations; provide development permit information both in person and over the phone; review Business Tax License applications for Zoning Use Certificate approval; issue permits and perform other duties related to zoning review; and perform other duties as assigned.
