    Description

    Summary



    This position is located in the U.S. Department of Labor (DOL), Office of Disability Employment Policy (ODEP), Division of Policy Planning and Research (DPPR), Research and Evaluation (R&E) team. The incumbent serves as a technical expert to the Director of DPPR, Deputy Assistant Secretary, and the Assistant Secretary of ODEP.

    This position is Inside the bargaining unit.



    Duties


    Major duties for the GS-14 at the full performance level:

    • Designs the research plan, determines factors affecting and sources of data, analyzes and interprets research findings and presents the results in well-documented reports setting forth findings and conclusions.
    • Provides advice and guidance to the ODEP's senior staff who includes the Director of Research and Evaluation and ODEP's Deputy Assistant Secretary and Assistant Secretary, on the status and outcomes of research activities, the methodologies employed, new developments and trends, and the impact of policy and program changes on informational activities.
    • Identifies and defines key economic issues; recommends pertinent research topics; develops study objectives, hypotheses, and research methodology; determines primary and secondary data sources to be explored; analyzes and interprets data; and prepares detailed reports and analyses.
    • Utilizes appropriate economic research and statistical techniques to identify ways to improve disability employment outcomes.
    • Independently plans, leads, and executes complex research and evaluation projects of major significance related to disability employment and responds to research priorities.
    • Initiates and maintains professional contacts for a mutual exchange of information and to assure productive cooperation within the Government, and between government and the private sector.
    • Develops, conducts and coordinates work with respect to contracted research and evaluation. Participates and leads in discussions of technical or substantive aspects of the work with actual and potential contractors.
