    Duties


    • Serves as a Management and Program Analyst, Defense Logistics Agency's (DLA) Information Operations, J6, Office of the Chief Data and Analytics Officer's (OCDAO), J6D, Enterprise Data Management (EDM) Division.

    • (cont.) (DAMA DMBOK) so the analytical community understands what data is within an organization, what might be accomplished with it and determine how best to use data assets to reach organizational goals.
    • Serves as an analyst responsible for implementing enterprise data management which involves on-going and future data governance, data sharing, data quality, or metadata management initiatives...
    • (cont.) in support of the DLA Strategic Plan and the DLA Data and Analytics Strategy.
    • Assists senior analysts with the discovery of all data sharing and ADVANA projects by researching data feeds required.
    • Assists senior analysts with implementing a process to define data quality, including identifying critical data, existing business and maintenance rules, and data patterns.
    • Assists senior analysts with implementing a Metadata management tool to carry out data profiling, translate business quality requirements into technical rules and scorecards, and deliver actionable insights to stakeholders.
    • Assists senior analysts with developing data governance principles, policies, and programs for stewardship, advocacy, and custodianship of data.
    • Utilize problem-solving skills to approach and solve ambiguous Enterprise Data Management (EDM) Branch missions and functions to include complex data management and analytics related programs and projects.
    • Work collaboratively with technical and business SME's, such as Enterprise Data Warehouse, Analytics Center of Excellence, Enterprise Architecture, Data Architecture, Process Owners...
    • (cont.) and Data Owners to ensure DLA can reach Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable and Secure (VAULTIS) data objectives.

    Qualifications To qualify for a Management and Program Analyst, your resume and supporting documentation must support:

    Specialized Experience:
    One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position
    To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector
    Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement

    Creditable specialized experience includes:

    • Transforming data management findings and/or recommendations into written reports and/or briefings for presentations to senior leadership and other key stakeholders.
    • Effectively communicate both orally and in writing (e.g., briefings, presentations, procedures development, user guides, etc.), to convey data management information to employees and executive level officials.
    • Collaborating across the agency to successfully assist with leading a strategic initiative or program, application development or policy for Enterprise Data Management.
    • Assisting with the developing and implementing policies, processes, and procedures for Enterprise Data Management
    • Possessing technical skills in at least one Data Management - Data Management Body of Knowledge (DAMA DMBOK) Knowledge Areas (Data Architecture, Data Modeling & Design, Data Storage & Operations, Data Security, Data Integration & Interoperability, Document and Content Management, Reference & Master Data, Data Warehouses, Business Intelligence, Metadata Management, Data Quality, or Data Governance, Operational Data Stores, Database Management Systems)

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g.
