    Summary
    You will serve as a Supervisory General Engineer( Fleet Technical Services Division Head) in the Naval Air Warfare Center Aircraft Division of NAVAIRWARCENADLKE
    Duties

    • You will direct the efforts of Aeronautical Ships Installation Representatives (ASIR), Carrier and Field Service Unit Representatives (CAFSU), who provide on- site technical support to the various commands.
    • You will provide direction, coordination, and management for all facets and functions of assigned programs that the Fleet Technical Division participates.
    • You will support the Surface/AIR Type Commanders and other commands as well as the management and operations of the engineering/technical representatives, processes, and facilities required to support IPTs and enterprise functions.
    • You will serve as the expert consultant to the fleet for all shipboard and shore based ALRE system installations onboard Aircraft Carriers, Air Capable Ships, and Navy and Marine Corps airfield installations.
    • You will provide authoritative technical advice and guidance to agencies, both internal and external, nationally and internationally on the installation and certification of ALRE and Aviation Facilities and Fuel Systems.
    • You will oversee the overall planning, direction, and management of the Programs(s), develop goals and objectives and approving, revising, and overseeing the execution of multiyear work plans developed by subordinate supervisors.

    • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR

    Qualifications
    Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-04/GS-13-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following duties: 1. Assigning work to subordinates by effectively managing human resources, considering priorities, the complexity of assignments, and the capabilities of employees to ensure optimal team performance and mission success. 2. Demonstrating strong leadership skills by exercising diplomacy and tact in negotiations, conversations, and correspondence, particularly when addressing opposing points of view, goals, or objectives, to achieve consensus and drive organizational outcomes. 3. Demonstrating expertise in all aspects of acquisition and sustainment of ALRE products across a full range of disciplines, including Engineering, Logistics, and Program Management, to serve as the primary point of contact for the Division and align efforts with long-term strategic goals. 4. Maximizing readiness by delivering the best possible product support outcomes at the lowest Operating and Support cost, ensuring efficient allocation of resources and adherence to budgetary constraints. 5. Preparing comprehensive planning documents associated with program organization, product development, and material acquisition, including budgets, schedules, reports, and associated records, while ensuring clarity and alignment with organizational objectives.

    Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
    Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

    Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.     Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

    Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
