    Job Summary
    We are seeking a

    PM/Senior Contract Specialist

    for a full-time, hybrid position to support the USMC based in Arlington, VA.

    The selected candidate will lead a team of three, Senior Contract Specialist in providing significant support to Government-led procurement teams to acquire products and services.


    • Must reside within 50 miles of the National Capital Region. Occasional onsite performance will be required for the purpose of operational continuity and timely completion of assigned requirements during unforeseen and indeterminable period of disruption due to network, IT infrastructure, and hardware issues or outages.
    Responsibilities and Duties

    • Pre-Award Contract Support
    Provide assistance to procuring contracting officers to analyze highly specialized procurements of significant importance to the agency.
    Support program teams in developing the acquisition support planning documents.
    Provide business analysis to determine "usual and customary" procurement practices to support of specific contract actions.

    Conduct research and provide procurement recommendations to support acquisition strategies, to include but not limited to, determine appropriate contract vehicles, procurement sources, and competition requirements.

    Develop and manage the processes to complete justification and approvals; determinations and findings; and other required pre-award contract documents.
    Conduct strategic and tactical market research.

    • Solicitation / Source Selection Support
    Schedule, prepare, and assist in facilitating vendor conferences as directed by the Contracting Officer.
    Provide administrative support to source selection teams.

    • Acquisition Assistance
    Assist in training/guiding new contracting officer representatives (COR) on the acquisition process, developing requirements on an as needed basis.
    Provide consultation to support program management reviews, performance monitoring, and other contract surveillance activities.
    Supportfinance management professionals to ensure de-obligations.
    Qualifications and Skills
    Ten (10) years of military and/or civilian federal contracting experience.
    Bachelor's Degree in business related field.
    Experience conducting pre-award.
    Experience using Procurement Desktop Defense (PD2) to draft contract actions.
    Working knowledge of the electronic Procurement System (ePS).
    Advance skills in the Microsoft Office Suite, particularly MS Word and Excel.

    Defense Acquisition Workforce Initiative Act (DAWIA) Contracting Level II - or - Federal Acquisition Certification in Contracting (FAC-C) Level IIContracting.
